| With the popularization of higher education,the pursuit of higher education has become a pursuit of a small number of high-quality higher education resources,and the fairness of the inter-provincial plan is appealing the eyes of the social community.Key universities bear the great mission of cultivating outstanding talents for the country,which determines that any closely related policies and measures about key universities will have a great impact on society.The plan of provincial enrollment in key universities refers to the number of enrollment that key universities recruit in each province,which directly determines the number of candidates in the regions to enter key universities,meantime it is a very important indicator to determine the fairness of entering key universities.The fairness of key universities enrollment not only influences the educational opportunities in the regions,but also affects the harmonious development of the aspects of social economy and culture.Based on the fairness of provincial enrollment in key universities,this paper explores the current situation of the enrollment plan and the existing problems in key universities,aiming to find an effective way to narrow the differences of the provincial enrollment plan of key universities.According to the admission opportunity index,Coefficient and Gini coefficient,this paper judges the rule of the university enrollment plan in the past ten years scientifically,analyzing the existing problems,and puts further suggestions for improvement.From a vertical perspective,it includes the study of longitudinal both time and the higher education stage.The former is the analysis of the enrollment plan data of key universities in the past ten years and the latter stage refers to the enrollment plan including the undergraduate and the master’s doctorate stage.From the horizontal,the inter-provincial differences refers to the differences among provinces,by comparing the differences status between different regions,this paper makes reasonable judgments and scientific recommendations to regions’ different current situations and trends.This article conducts the study mainly from the following parts.The first part elaborates the background,significance and core concepts of the topic,combing the existing research,and puts forward the research ideas and methods.The second part systematically reviews the evolution of enrollment policy and the compilation ofprovincial enrollment plan.The third part analyzes the status quo of the "985" university level in the university level of the Ministry of Education,and analyzes the present situation of the "211" college entrance examination program in the university.At the same time,On this basis,the existing problems are raised.In the fourth part,through the analysis of the third part and by combing of the existing literature,the reason of the difference between the provincial university enrollment plan is analyzed systematically.In the final part,the author puts forward some suggestions on how to promote the fairness of key universities enrollment plan by analyzing the above results and referring to other research results. |
