During the21st century, with the rapid development of information technology, multimedia and network have been involved in various fields of social life, and all countries throughout the world have fully recognized the importance of information literacy. To improve the efficiency and effectiveness of the development and utilization of information resources, what we urgently needs is a lot of information, which could improve the information quality of the whole nation. University teachers are the leaders, the principal part as well as the main force of the reform in higher education teaching practice, and it is the quality of university teachers that exerts a direct impact on the vitality of the college. Against the background of education informationization, how should we improve information literacy of university teachers?Based on the perspective of information technology in education, this study clarifies the characteristics of information technology in education and the quality of information which college teachers should have, and involves an in-depth analysis of the main problems in the quality of teachers in universities as well as the use of constructivism learning theory, supported by computer and multimedia network, so as to explore ways to cultivate the quality of teachers in universities in the context of information technology in education. It makes the content of information literacy pursued during the process of the development of information quality of teachers in universities clear to some extent, which also indicates the direction of the efforts of the university teachers. The paper is divided into five parts.In the first chapter, we mainly introduced the background of the top selection of this article, content of the research, significance of the research, literature review and innovation of the paper.In the second chapter, we provided the theoretical interpretation of the features of the concept of information literacy and college teachers Information quality as well as a discussion about the implication of the quality of information, which explained the logical relationship of the information quality, besides the characteristics of the information quality of teachers in universities.In the third chapter, we adopted an analysis to define the essence and characteristics of information technology in education as well as the challenges brought by the information technology applied to College Teachers in education, besides the construction of the essence of the information quality of teachers in universities under the conditions of education informationization, and then raised the content of information quality that university teachers should have in order to provide a theoretical basis for information Literacy Education.In the fourth part, According to the foregoing content of the information quality of the college teachers, we, firstly, designed questionnaire about information quality of teachers in universities under the conditions of education informationization with an example (a case study of Hubei University A), and operated a statistical analysis of the results of the data quoted from the questionnaire so as to understand the current situation of the information quality of teachers in the universities.In the fifth chapter, according to the content of information quality that university teachers should have, combined with the main problems in the quality of teachers in universities recently, with the use of the theory of constructivism and the support of computer and multimedia network, it puts forward the strategy to improve the quality of training of teachers in universities and the specific ways to explore the quality training of teachers in universities combined with education informationization.
