The conception of student-centered was put forward by the American famouspsychologist Karl Rogers, at the seminar held by the Education institute of Harvard, in1958. It was paid more and more attention since United Educational Scientific andCulture Organization(UNESCO)put forward formally at World Conference onHigher Education in1998.In2011,England published the White PaperStudent-at-the-heart of the system, it is the first country in the world to use thestudent-centered as the title of the White Paper, it means that England promotes thestudent status to center of the whole system of Higher Education form the perspectiveof the law and policy. Moreover, England internalizes and develops the thought ofstudent-center. Now,“student-center” is the guiding ideology and core idea of thequality construction of college’s teaching.Analyzing the “student-center” is an important prerequisite of this research. So,at the beginning of the paper, through the domestic and foreign research review,concept definition, this paper introduces the origin, rise, and the development of theconception “student-center”.At the main part of the research, form the English tradition, international trendand the current situation of higher education in England, it analyzes why England putforward the “student-center” as the core idea of the quality construction of the collegeteaching and points out that the marketization reform of the high education is the mainreason.It mainly introduces the measures of the construction of teaching quality ofEnglish higher education. These measures are as follows: the course should fullyconsider student’s employment needs; the teaching should pay more attention to thequality of student learning, construct the learning quality standard, build the learningcommunity; campus services should build the learning support service system, thestudent counseling and feedback service system, student support service system,universities should offer excellent service for students; quality assurance should paymore attention to the students’ experience, start the student survey, let the studentattend to quality assurance agencies. Moreover, in the research, the author commentedthe measures of the quality construction of college teaching in England, sums up thetips and the benefits of the “student-center” quality construction of college teaching inEngland.In the end, the author analyzes the characteristics and problems of the construction teaching quality of our country, and according to the measures of Englishhigher education construction of teaching quality to put forward a series of measures,these measures are as follows: pay more attentions to students in the process ofteaching, pay more attention to the microcosmic of the construction teachingquality;set up the conception of the “student-center”, strengthen the qualityconsciousness, and go out of the misunderstanding, practice the conception of“student-center”.
