Democratic Spirit And Institution Building Of The National Southwest Associated University

In recent years, the universities in our country have run up to or even surpassed some word-class universities in the continuous development of hardware facilities. But in the aspect of constructing a high-level university for academic excellence, talent training and scientific research, it did’t go far enough. Modern university is not just mean some modern teaching buildings, several huge new campuses. It needs a kind of unique spirit of civilization achievement. Modern university is the symbols of the times and a particular coagulation of scientific spirit. And it’s also an advanced form of the entire human civilization.At all times and in all countries, the universities who made significant achievements in the academic and scientific research, those top institutions who had an important impact in the world. They all had something in common:the high-level of academic and scientific research, the distinctive ideas and the independent spirits for their teachers and students. It’s not essential for the massive new campuses and luxurious tall buildings.As the famous saying goes,"The point of a university is what be known as the great master but not be mentioned as the tall buildings." University is the place where the excellent intellectuals had discussions with each other. What is more, the openness and inclusiveness of thought is the basis of academic achievement. In fact, university is not only needs the great masters and the superior physical infrastructure, but also needs the democratic spirit. There is a possibility that universities in China will have one of the world’s top universities in the future. But that needs a protection of the democratic system which from top to bottom and a nourishment of the democratic consciousness which from bottom to top. The two points which give an impetus for the progress or go beyond the peak’s position from the predecessors.Researching on the democratic spirits in the USAU(National Southwest Associated University), the author attempts to analyze the democratic tradition of the intellectuals in China and the long history of democracy in Chinese universities. The author also try to find the relationship and the balance between the academic quality and the social responsibility of the higher education in China. This paper will reveal the relationship among the inheritance, alternation and evolution of democratic spirit in USAU. Moreover, finding the democratic spirit in Chinese universities, exploring a viable path and providing experiences and inspiration in the aspects of ideological motivation and building our own world-class universities at last.In this paper, the author attempts to study the "Rule by Professors"in USAU, probe into the enlightenment to the reform of higher education in our country, find the origin of the professor-manage-school of modern universities in China and analyze the correlation between the property rights in the West and the tradition of ruled by professors. The last but not least, under the background of property rights in West, the USAU how to become a well exemplification by"Rule by professors".Academic freedom is the aim of "Rule by Professors". It needs the system to protect and the actions to realize. The paper will also explain the academic freedom in universities and the theories of institutional arrangement. The key points are:the management, the personnel training, the relationship between teachers and students and the specific way of run a school in USAU. From above, combine with the reality of the modern universities in China, the author will analyze the practical significance of the freedom and democratic spirit in USAU.
