Performance Evaluation Mechanism Of Taiwan Universities

Nowadays, when facing on resource allocation or sustainable development, organizations chiefly need to establish a set of feasible performance evaluation mechanism. Performance evaluation first widely used in enterprise management, then governments and other departments have used this way for improving the legal and performance appraisal. In addition to, the higher education also widely uses it. For the profit making institution, the concept and implementation of performance evaluation would be oneness and simple. But for the nonprofit organization such as universities, performance evaluation would not completely be evaluated by the input and output. At present, Chinese mainland universities and colleges’ performance reform is one of the important content of the management system reform. It especially has deep significance for the higher education, performance evaluation not only can effectively reflects the operation status of the universities and colleges, but also increases efficiency and guides teaching.Currently, universities and colleges’ performance evaluation in Chinese mainland contains undergraduate teaching level evaluation, graduate student education evaluation, vocational colleges evaluation and private universities and colleges evaluation. Chinese mainland higher education assessment began in the late1970s,but Standardization researches on this field has just began, It lacks of experiences and theoretical guidance, especially in these respects:the evaluation content, the evaluation subject, the evaluation criteria, the evaluation results and the evaluation of source of law. China Taiwan has developed the universities and colleges’ evaluation system in the early1970s, both of Chinese mainland and China Taiwan almost have developed it at the same time, but the later one basically has established a set of fairly integrated performance evaluation mechanism such as the perfect performance evaluation system, the performance evaluation of the publicity and programming, promoting the performance evaluation with international standards, the clear and specific relevant legislation of the performance evaluation, and so on.According to the literature study method, comparative analysis research, interviews and other methods, this article analyses and discusses the advantages and insufficient aspects of universities and colleges’ performance evaluation mechanism of China Taiwan. It intends to provide theoretical direction for universities and college’ performance evaluation of Chinese mainland. Under this circumstance, for Chinese mainland’ universities and colleges, firstly, it tends to improve performance evaluation system; secondly, it can enhances the academic level and the overall quality of teaching; thirdly, it can benefits to improve the overall human spirit and helps both teachers and students together to actively attend to school management. All of these mentions above can help Chinese mainland’ universities and colleges to become the modern university.This article contains the following five chapters:the overview of universities and colleges’ performance evaluation, the history of performance evaluation mechanism of China Taiwan’ universities and colleges, the common content of performance evaluation mechanism of China Taiwan’ universities and colleges, the advantages and shortages of performance evaluation mechanism of China Taiwan’ universities and colleges, the revelation for Chinese mainland from China Taiwan’ experiences. This article respectively analyzes and researches that the connotation of universities and colleges’ performance evaluation, the models and practices of universities and colleges’ performance evaluation of the foreign developed countries, the specific content of universities and colleges’ performance evaluation of Chinese mainland and China Taiwan.
