As prevailing global phenomena, private tutoring has come into being in many countries. Private tutoring occurs outside the mainstream school, mainly to improve the students’examination score. Therefore, it is also called "shadow education." The author chooses China and Korea to compare, because both countries are in the Asia and their private tutoring is prevailing. What’s more, private tutoring in Korea appeared earlier than China. The difference and similarity between two countries make it possible to compare.Firstly, the paper analyses the social, economic and cultural background of private tutoring in China and Korea. Then, the paper does research from the aspect of provider and receiver of private education. Finally, the policies of private tutoring in two countries are discussed. The paper uses the method of literature, interview and comparison. The author gets the following conclusion. Firstly, the appearance of private tutoring in both countries is the result of multi-factors. Secondly, the private tutoring in both countries is prevailing. Thirdly, the private tutoring in both countries has brought influence on society, mainstream education and receivers. Fourthly, the Korean government has accumulated experience in dealing with private tutoring, which is worthy for China to learn. The paper hopes to enhance the understanding of private tutoring in both countries through various aspects.
