With the expansion of China’s reform and opening up and the development of international education cooperation and exchange, Chinese-foreign cooperation in running schools has made great development, and the positive results obtained are conspicuous. However, these developments must be based on a refined education quality. As a matter of fact, in the actual running process, quality concerns have become the important problem restricting its development. The traditional management which relies solely on the government to ensure education quality through aftermath examination calls for a new research direction of quality management. Under this background, the interaction governance concept in public governance theory provides a new possible direction for the study and practice of Chinese-foreign cooperation in running schools.From the multi-center governance perspective offered by the public governance theory, the hierarchical centralization of government management as well as the marketized management are both defected, which cannot guarantee the quality of Chinese-foreign cooperation in running schools. The right mode is for government, market and the third party to jointly supervise the education quality through establishing a mutually trustful and coordinating mechanism on the basis of self-willingness and equality. Based on these theories, this study selected a case and used the methods of empirical study, interview, and quantitative questionnaire to demonstrate the quality problems of Chinese-foreign cooperation in running schools. This study found that the presence of such problems is caused by both internal and external management problems.To solve the internal and external problems in Chinese-foreign cooperation in running schools, the three parties, namely the school, the government and the entire society should join hands in coordination so as to form a management mechanism of macro management, social supervision and independent schooling, thus eventually improving the management efficiency of monitoring school-running quality.
