Taiwan secondary vocational education that has more than one hundred years history, with very distinct identity, speeded up Taiwan social progress and economy growth. However, the government of Taiwan factitiously coercively defined enrollment ratio between ordinary high school and senior vocational school by carrying administrative intervention to make sure that the social had enough low and medium-grade labor power. Such policy tendency has been controversial for a long time. Since the1990s, with the revolution of policy system, new demographic trends, current international education thoughts, Taiwan have carried out the most large-scale education reformation ever. Vocational education was considered to be one part that supposed to be cut because of serious conflict between its genetic characters of executive-led, extensive, instrumental and the main thought of humanism and pluralism of Open Education. In plan, most of vocational schools have to transform to be the comprehensive high school only those rest schools that have unique identity, outstanding performance turned to be skill high school, and finally make the secondary vocational school to be disappeared. However, after more than ten years experience of comprehensive high school education, the result was far away from the plan that forced the government to adjust the process of reformation of secondary vocational education continuously. Meanwhile, although some of vocational schools transformed their structure or even failed in revolution of education, not a few vocational schools found their very own way to stay with the same structure but higher education level that approved secondary vocational education was not dispensable. In short geographic distance, Taiwan and Fujian have the similar background of culture and genetic resource, Taiwan secondary vocational education experience is a guideline for Fujian secondary vocational education.
