Teachers and curriculum has a natural close relations in the development and utilization of curriculum resources. The teacher is both the developer and the user. As the main group of curriculum development, whether the teacher has the ability to master the curriculum development strategy is directly related to the effect of class teaching. However, in the actual teaching process, especially in the teaching of primary school English stage. Many teachers have misunderstandings and a lot of confusion in the development and utilization of curriculum resources. It is very important for primary school English teachers to identify the problems and difficulties in the development and utilization of curriculum resources, and to clarify the related theoretical issues in order to put forward the practical and effective strategy. Through in-depth classroom observation, distributing questionnaires and targeted interviews and other forms.We get a real understanding of problems and difficulties encountered by primary school English teachers in the process of developing curriculum resources.In this paper, It has carried out detailed investigations and analysis about many aspects when teachers develop curriculum resources such as Knowledge and attitudes; types and channels; external support and protection. At the same time, observing the behavior of teachers in real classroom teaching, analyze and summarize the experience and lack of when teacher development and utilization of curriculum resources. And then put forward the principles and concepts in the process of development of curriculum resources. Finally, the paper presents strategies for teachers to develop curriculum resources. Analyse from the two aspects of the development of course material and human resources. Including both the development of material resources and human resources. Specific strategies of developing material resources include four aspects:Giving full play to the role of textbooks and activate the textbook content positive; Breaking the inherent limitations and constructed language environment carefully; Learnning from the rich living resources and extend the language learning scale; Reasonable use of information technology and fully integrated curriculum resources.
