"High-level Backbone Talents of Ethnic Minorities plan"(hereinafter referred to as"The minority backbone plan"),the Ministry of Education to implement the Party's ethnic policies to higher education strategy to promote major initiatives of the western development strategy."The minority backbone plan" from 2006 enrollment,training of high-level backbone personnel minority.The training school in the plan is more than 211 level key school,students from the Midwest Minority Region.Accordance with the "targeted recruitment,orientation training,employment oriented"requirements,to take "a unified examination,appropriate drop points" and other special policies and measures to recruit students.After graduating backbone minority graduates students to return the agreement by targeting employment,working backbone minority graduates back to the original unit,non-working backbone minority graduates students to choose their own jobs."The minority backbone plan"to implement 11 years for the national culture and regional transport a large number of outstanding high-level backbone personnel,however,backbone minority graduates employment problem has not been solved,has been plagued by difficulties among employment backbone minority graduates.Backbone minority graduates to solve the employment problem is directly related to the socio-economic and cultural construction ethnic region,unity has a profound effect on the maintenance of national unity and ethnic areas.Taking Nanjing University graduate population backbone minority graduates as the research object,research methods of questionnaire and in-depth interviews combining employment status of graduates were less dry-depth investigation.The survey found that fewer graduates employment problem mainly in eight areas:(1)age structure hierarchy is too large;(2)professional competence level is not high;(3)lack of social' experience;(4)Humanities and Social Science professional get together;(5)selection of a single unit of employment;(6)the choice of the city's focus on employment;(7)the lack of a clear career planning;(8)employment psychological imbalance.In the fourth chapter the author,proceed from internal and external factors,factors affecting backbone minority graduates difficult to do an in-depth exploration and analysis;In the fifth chapter,the author attempts to depart from five levels,namely the government level,university level,enterprise level,family level and individual level,backbone minority graduates for the current difficult employment situation of graduates,put forward the corresponding countermeasures and suggestions.
