Many minorities and ethnic development imbalance is the fundamental realities of our country. The development of the national economy and culture, and promoting ethnic unity and prosperity are the consistent policy and an important political task of our country. The laggard education is the primary cause of the backward minority nationality areas. The low population quality and the lack of high-level talents is the biggest bottleneck which restrict the development of ethnic areas in China. As the main ethnic minority areas in our country, the development of Guizhou just represents the development of the ethnic minorities to a certain degree. So we must develop the national education career, and strive to improve the quality of the national population, for it plays an important role in promoting the social development in Guizhou."Minority high-level backbone personnel plan" is not only the national policy but also the educational policy of our Communist Party. It has a great significance in achieving educational fairness and promoting the economic and social development in the ethnic minority areas in our country.This article takes Guizhou Province as the research object. It discussed the practice effect of the "Minority high-level backbone personnel plan". First of all, we summarize the implementation background, the content (including recruitment, enter oneself for an examination, admissions, training and employment, etc) and the significance of the policy, and penetrate into the execution practice of the "Minority high-level backbone personnel plan", by field survey and the analysis of related data, Summarizing the implement achievements of "Minority high-level backbone personnel plan" in promoting the development of economic society in national regions. So we can find defects and problems of policy in the process of policy implementation. Finally, we will propose feasible countermeasures and suggestions aiming at the defect of the policy itself and the problems in implementation process.
