Pension funds into the market is the general trend,the pilot-Guangdong Province, which hasachieved a good result.On the regulatory issues of pension fund investments, scholars have beensome theoretical discussion,but it still lacks proof in practice.In this paper, based on the existingrelevant legislation and practice,a combination of theory and practice methods will be used fordiscussing the pension investment on the regulatory legal issues.The first part on the paper,it defined pension fund investment regulation as the supervisionand management of two meanings.It confirmed the basic pension insurance fund investmentobjectives and basic principles of regulation.The second part introduces the two different foreignregulatory model,prudential regulation mode and strictly limited regulatory approach, it comparedthe different characteristics of them.And then,we thought that Strictly limited regulatory modelwhich should be selected because It is more suitable for Chinese in the short time.The third partdescribes China’s “Social Insurance Law”.it provides the main regulatory body. In practice, theseregulatory system needs to draw temporarily,because of lacking pension fund investmentregulation.Then we should establish an independent regulatory authority pension fund investmentsthat managed it directly.The pension fund investment regulation object is its investment entities,Itincludes the Fund Council, the provincial government and specialized fund management companyentrusted.The regulatory content is mainly restricted investment managers who want to access tomarkets and out of the market conditions.Regulatory elements mainly for investment managers toenter the market and out of the market conditions for strictly limited. It should be clearly stated onpension fund investment funds:absolute independence investment of fund investment,theproportion of investment ways, and obligations of the trustee.
