With the continuous development of China’s political economy, the public demand forinformation is more and more big, and high quality service is requested. The universityarchives have some qualities of public service department, and social service is one of itsbasic functions. However, university archives could not provide high-quality services owingto follow the bureaucracy management mode of government departments, especially the poorpublic services, such as predominant, waiting for service and inefficiency, etc. How to changethis kind of condition and improve the service quality? The seamless organization theoryproposed by Russell M. Linden provides a new path to improve the qualities of public serviceof university archives. The Core idea of the theory is customer oriented, which meanscustomers should be regarded as critical resource; the service idea is “customer first, populaceforemost.” The pursuit of technique is process reengineering, result oriented and performancestandard. This research analyze firstly the problems of public service of university archives,such as rigid service system, weak service conception, old service methods, low staff quality,insufficient service policies, etc. then present the general views of the seamless governmenttheory and the necessity and Possibility to use the theory in public service of universityarchives. At last, put forward some strategies to improve the service quality of universityarchives:(1)one-stop service: reforming the service system;(2)Customer first: changing theservice conception;(3)Network promoted: improving the service methods;(4)Customerinvolved: perfecting the service policies;(5)Performance standard: raising the staff quality.
