The development of preschool education is to improve the quality of basiceducation, improve the national education system, strengthen an important cause ofnational competitiveness in the future. The development of preschool education of ourcountry is more and more by the government’s attention, but the development ofpreschool education in our country is relatively slow, the function of local governmentis not in place. As the popularization and quality guarantee and the healthy growth ofthe basic education of preschool children, preschool education policy of localgovernment and social significance is particularly important.This paper studied the world preschool education present situation and the trend ofdevelopment, governments preschool education policy can become an important indexto measure the development of pre-school education, reference for making the worldrelated policies and implementation experience and lessons learned, to promote thehealthy development of a reference of China’s preschool education.Reform of our country economic system background, differences between urbanand rural difference and regions that preschool education situation is more complex, butit is somewhat insufficient and our existing policies and regulations to control. AlthoughChina has established the education supervision institutions at all levels of government,but in fact the mechanism for the coordination of all departments, guidance andsupervision effect is not very good results. Therefore, strengthening the basic functionsof the administrative department of education around the government supervision,continuously adjust the local government administration of pre-school education policy,is the premise to establish preschool education management order everything in goodorder and well arranged. So our country at present the formulation and implementationof preschool education policy can not blindly make it rigidly uniform, must be dividedarea, classification, detailed analysis, develop targeted, operational policies andmeasures. Therefore, the paper is mainly based on the development of Jiangxi provinceYingtan City preschool education, series of policies to the city hall on preschooleducation as the research object, and analyzes the functions of local government with acase study method, literature research method. In order to improve local governmentpolicy on preschool education, promote the balanced development of preschooleducation in Yingtan city.
