In today’s fierce international competition, human resources is an important factor incompetition, one of the colleges and universities is the important place to cultivate high-leveltalents, the cultivation of high-level personnel, education and application is a key link in theprocess of colleges and universities at home and abroad are very seriously, is the mostimportant goals of higher education. Strategy relying on science and education and thestrategy of reinvigorating China through human resource development in our country in thelayout, higher education shoulders the training of senior specialized talents, knowledgeinnovation and the important historical mission of technology innovation, the developmentlevel of higher education largely depends on the overall quality of the contingent of teachers.For colleges and universities in our country, therefore, how to regulate flow, be chosen, withgood, retain talent, and has significant meaning for the development of higher education inour country.This study has been lost in the local colleges and universities in hebei province ofhigh-level talents for data statistics, summarized the cause of high-level brain drain in localcolleges in hebei province main influence factors; Using questionnaire and SPSS softwareinvestigating factors lead to the flow of high-level talents in universities and colleges, usingthe method of comparative study, system research, related research situation at home andabroad were reviewed, comparison of the present situation of mobility of talents both at homeand abroad, comprehensively analyzed the main factors that influence the effects of braindrain in colleges and universities; Based on previous studies, combined with localcharacteristics in hebei province, from the political, economic, cultural, market andenvironment research is put forward to promote and ensure the rational flow of talentcountermeasures, including: establishing modern university personnel management system,efforts to achieve the humanistic spirit, strengthen the humanistic care, improve the teachers’training mechanism, improve teachers’ treatment, incentive mechanism and constraintmechanism, the combination of post matching.
