It is well known that the ‘merit pay’ in compulsory education has been implementednationwidely with three highlights of ‘Guaranteeing and improving the teachers’ salaries accordingto law’,‘Balancing treatment and promoting the implementation of balanced development ineducation’,‘Introducing the performance incentive to improve management efficiency’. But the‘good policy’, which was supposed to elicit wild applause, has been accompanied by lots ofdisputes and controversies from its discussion to implementation. On one hand, the governments atall levels have allocated substantial financial funds, on the other hand, many front-line teachers donot applaud; the principals also do not see any enthusiasm running high with teachers, butsomehow fading away; the public criticisms and the government responses to the policy focus onthe its ‘high input yet little outcome’, thus, the ‘merit pay’ policy makes no applause and is facingsevere challenges.This thesis, via preliminary analysis, points out the problems of ‘merit pay’ should be solvedin the process of the implementation, rather than in the macro policy level, even the defects of thepolicy should be improved in reality. So, the thesis tries to solve three research questions: first, whatare the specific problems that exist in the process of the implementation of the ‘merit pay’ policy?Second, why do these problems exist? Third, how to solve these problems?This thesis bases on the reorganizing of the problems exposed in the early execution andimplementation stage of ‘merit pay’ policy, using questionnaires and interviews for in-depthanalysis of the status quo of the policy implementation, the characteristics of the problems and thecauses.The thesis surveyed14primary and secondary schools in Zhejiang province, basing on a totalof1036questionnaires, also, a lot of interviews were done with professionals in educationauthorities and universities. The thesis combined the surveys and the interviews with the literaturereviews, case studies, school practices to propose countermeasures and suggestions to theimplementation of ‘merit pay’ policy.The thesis first interpreted the ‘merit pay’ policy through the facets of the background of its introduction, the necessities of the reform, the pursuit of its value orientation, to better understandits real connotations in depth, to comprehensively analyze and correct the misunderstandings andthe deviations in the implementation of the policy, then, the thesis analyzed the status quo of thepolicy in the areas of its adaptabilities and the related technical and procedural issues, puttingforward specific solutions to respond effectively from the perspective of implementation. Finally,the thesis designed a framework of allocation by contents and proportions, it also made clear thesubjects and the assessment methods in the ‘merit pay’ system. In that way, the thesis formed aperfect way in the implementation of the ‘merit pay’, it is also valuable to the executants in theimplementation of ‘merit pay’ policy.
