All the above problems are mainly due to the three factors:the teachers themselves, the training organizations and the education policies. The last part puts forward the corresponding solutions and measures for the problems found in the survey. The following are the specific measures:teachers ought to build up correct views of continuing education; the government should perfect education mechanism and strengthen supervision management; the funds for teachers’ continuing education should be administrated by "three sides"; encouragement mechanism should be adopted to improve teachers’enthusiasm about continuing education; the courses and contents of the continuing education should be set up scientifically and various kinds of teaching methods should be employed to improve the effectiveness; diversified education models should be constructed to meet the needs of different teachers; school-based training should be conducted well aiming at the development of both the school and the teachers.
