Actively exploring the configuration and development of urban and rural teacher resources has important theoretical and practical significance for the balanced development of compulsory, building a socialist harmonious society and promoting population quality and the comprehensive development. From the view of the various schools of entire country, there are varying degrees of the cases that the imbalance of the urban and rural primary school teacher resources.This paper analyzed the configuration of the urban and rural primary school teachers in Mianyang City, which mainly related to the student-teacher ratio of the urban and rural primary school in Mianyang City, teacher qualifications and titles, teachers’professional skills, training, exchanges and the loss of teachers. The author analyzes the reasons for the imbalance of the urban and rural primary school teacher resources in Mianyang City through the analysis of these phenomena. There are two main categories:social and environmental factors and teachers’personal factors. Social and environmental factors include economic factors, political factors and cultural factors.In the Social and environmental factors, the paper mainly analyzes that the lower level of development of the productive forces is the root cause of the imbalance between urban and rural teachers; the urban-rural dual structure caused the deep-seated causes of the difference. The understanding of education and policy of the country make far more than in rural areas since the founding; in the field of culture, some social attitudes and evaluations hinder the balanced development of urban and rural teacher resources. Teachers’personal development, character and situation are also one of reasons that affecting the balanced development of urban and rural teachers. For this reason, the author summarizes the four aspects of the strategy:to play the leading role by the government, put in place by schools, improve the teachers’main role, culture non-governmental forces as a complementary role, and discuss various measures to changing the urban and rural teachers uneven from the full range. The government should play a good policy-oriented role, increase educational funding and implement more policies to benefit rural teachers. Schools should improve the system of management, increase the intensity of the training of teachers and create a scientific and reasonable flow of teachers’mechanism. Teachers should give full play to their initiative and enthusiasm, and not only foreign repair professional skills, but also be repaired with the spiritual realm. We should fully mobilize all levels of government, schools, students, parents, society and the media which should establish and improve the supervision, give full play to the intensity of supervision and do a really good job of supervision of the balanced development of teachers’resources. Finally, doing a good job of the balanced development of urban and rural teacher resources need long-term efforts, and adhere to the principles of fair and impartial, scientific and rational, earnestly implement supervision in place and people-oriented.
