Education as a kind of public products, every citizen to accept educationopportunities is equal, but education resources is not unlimited, a national educationcareer development status and the country’s economic level is closely related to economicdevelopment.in a relatively slow economic level, it is relatively poor, limited. Thusinevitably produce urban and rural differences, the district difference, but it is because ofthe education plays a basic role is a big gap between the urban and rural areas, that causedthe urban and rural economy, culture and social gap is more and more big, thedevelopment of urban and rural areas are becoming more and more serious contradiction,therefore, how can we limited education resources to optimize the allocation, realizeurban and rural education resources reasonable allocate, is to realize citizens by educationopportunity equality, and further solve urban and rural economy, culture, society and thekey to a series of contradictions gap.China education career has achieved a great deal, basically eliminate the illiteracy,popularized the nine years of compulsory education, higher education enterprise vigorousdevelopment, but the gap between the urban and rural basic education is more and morebig, the city in the school running conditions, teachers, education funds and other aspectsare better than the rural areas, the rural area education fund shortage and excellentteachers severity shortage, lead to the allocation of resources there is serious imbalancephenomenon, hinder our country education enterprise’s whole development level.This paper firstly summarized and compared in previous research results, and on thebasis of introducing the public goods theory and education fairness and related theory,tries to construct the government as the leading factor, two in urban and rural areas ofbalanced development of mode, and realize education development and economicdevelopment between dynamic balance, make national education opportunities andquality guaranteed, prompted the national economy to a healthy and stable developmentof the direction;Second, urban and rural financial resources from between urban and rural areas, theresource allocation, urban and rural education hardware resources configuration the threemain analysis of the current education resource allocation in urban and rural areas inChina, the current situation of education in the configuration of the source to find out the problems and disadvantages;Finally, on the analysis of the urban and rural education resources optimization withrestricted factors, and on the basis of targeted puts forward improving and optimizing theallocation of resources in urban and rural areas in China education countermeasures.
