In the background of balancing urban-rural economic and social development, tonarrow the urban-rural educational gap and achieve its balanced development areimportant parts of urban-rural development. With the promulgation of the NationalLong-term Education Reform and Development Planning Framework, Chinese teachers’education has entered a new stage which shifted from scale development to qualityenhancement. The training of rural teachers is becoming a hot topic in the field ofteacher education. The key to the balanced development of urban-rural education lies inthe comprehensive educational improvements in rural areas and the share of urban-ruraleducational resources. English is a weak subject in the rural education and the unevenquality of rural English teachers is an important reason. Under the context ofcoordination of urban-rural areas, effective integrations of the rural English teachertraining resources are essential to safeguard the quality of teacher training and improvethe abilities of rural English teachers as well as important means to promote theprofessional development of English teachers and English language education in ruralareas.Teacher training resource, which belongs to the educational resources, refers to allkinds of resources that can be used in teacher training. The basic guideline ofintegrating rural English teacher training resources is by regarding the urban-ruralteacher training as a system. In order to achieve overall optimization and realize thepotential of every kind of training resource, the process of integrating training resourcesincludes adjusting, coordinating, processing, optimizing, restructuring and sharing everyfactor in the system. This thesis contains the following parts:First of all, the author analyzes the problems during the integration of Englishteachers training resources in rural areas. These problems include the inadequateinvestment of English teacher training resources in rural areas, deficient functions of theteacher training institutions, inefficient integration of the training resources, limitedresource development, and the serious controdictions between teachers’ expectationsand the shortage of existing training resources.Secondly, the author outlines the foundations for analyzing the example ofintegrating training resources for rural English teachers. The theories of balancingurban-rural development, integrating resources and teacher professional development provide the analyzing framework. Based on the characteristics of English teachers byreferring to some previous studies on the classifications of resources, the author dividedthe resources into five types, which are the human resources, financial resources,material resources, curriculum resources and system resources. Also, the authoranalyzes the characteristics of the rural English teacher training resources.Furthermore, this thesis takes “Tin-ka-pin Foundation English Teacher TrainingProject to assist the poverty-stricken areas of Chongqing” as the example. The authorreflects further on the modes and effects of integrating teacher training resources forrural English teachers in a practical level. Through systematic analysis of the project,the integration modes of rural English teacher training resources include four types:government-guided, universities-guided, teacher training college (school)-guided andschools-guided training resources integration. Through analyzing training programmes,records of the meetings, documents, work bulletins, assessment reports and other relatedmaterials of the Tin-ka-pin Project, the author concludes the effects and characteristicsof different integration modes.Finally, the author puts forward the suggestions of integratng training resources forEnglish teachers in rural areas. In accordance with the four integrating subjects, theauthor suggests that the government should change minds and increase the investmentand management of integrating rural English teacher training resources; universitiesshould put into practice and integrate teacher training resources in a deep andsustainable way; teacher training colleges (schools) should perfect their managementand integrate teacher training resources in a scientific and systematic way; rural schoolsshould actively engage in integrating training recources and realize their diversificationand applicableness.
