Part one summarizes the practical significance to construct Chengdu as a population balanced society. According to thel8th cpc national congress, the requirements for comparatively well-off society raise more new tasks in the new period for the Party and the whole nation. How to benefit various aspects of social development with the scientific outlook on development, how to utilize the new opportunities embraced in reform and development to break the bottleneck of development and achieve win-win and how to formulate scientific population policy and plan population development are critical for realization of ultimate goal. Since the founding of new China, the imbalance between population development and economy, society, environment, resource has shown that the balanced development of population in certain period is extremely important. At present, low fertility level is stabilized, thus the aging society develops more rapidly than economic development, urbanization rate is inconsistent with the level of economic development, the proportion of urban population is low, floating population embraces a lot of problems, all of which are important for long-term regional development. The comprehensive development of Chengdu as an important city in western China can benefit the entire Western prosperity. The balanced development of population in Chengdu will act key and leading role in the prosperity of western area as well as in national comprehensive development. It is imperative to explore balanced development of urban population.Part two explains the theoretical basis for construction of balanced-population-developed society. Both foreign and domestic population development in any times is extremely important for development of the whole society. Based on population-related theory, the relevant theories from foundational Malthus demographic perspective to the latest summarized population balance theory are reviewed. At the very beginning, only the influence of population size on development of society is paid attention to, and it is pessimistically believed that the rapid population increase will lead to slow development of the society, then moderate population theory is luckily put forward, and then it is optimistically thought that population growth will stimulate the progress of science and technology followed by long-term social development, which embodies people’s cognitive changes in different periods. Along with the progress of science and technology innovation, the researches begin to focus on the quality of the population, the effect of education on population quality, the promotion of education on human capital growth rather than only on focus on population size. Finally, population factors in new situation including population structure and migration are focused on. The two production theories defined in Marxism doctrine are referred to to research development of population. Required by the balanced development of population, domestic scholars study balanced development of population, from definition, features, characteristics, scope and other aspects and put forward a lot of systematic theories to guide practice. As is demonstrated in the above part, balanced development of population is the perfect combination of internal and external development.Part three introduces the present situation of balanced development of Chengdu population respectively according to the internal and external requirements and levels. Firstly, intuitive, reliable authority statistical data show the population scale and internal equilibrium in Chengdu in recent years, including the basic quantity, migration population, population age structure, sex structure of population, economic structure and population quality development. The characteristics of the internal balanced development of Chengdu population are summarized, showing balanced ratio of men-to-women, gradually increased elderly population and poor supporting of the aging. More and more are employed by optimal industries, but the practitioner proportion in the secondary industry is still larger than other industries, the population urbanization rate in the five districts is fully achieved; however that in suburb is still needs break-through; management of migrated population and floating population is a difficulty in the urban development. In addition, data comparison, chart analysis and other means are adopted to explain the balanced development of Chengdu’s internal and external population. Chengdu GDP and population growth are both advantageous, and the population growth also favors the development of Chengdu economic development. The registered urban unemployed population is large, with wide distribution range; different development processes show different characteristics. The disposable income of Chengdu urban residents rise quickly with rapid economic development; although it falls behind of the first-tier cities, it ranks top in western China; five insurance systems cover a wider range, but still followed by many problems. As for the resources and environment, energy consumption for million-yuan GDP declines in Chengdu as a land of abundance with good reputation, and environmental protection and greening are developing with the shift of awareness. Chengdu is still in the heavy construction period, but its environmental protection and resource optimization allocation are carried out simultaneously.Part four, mainly based on the current population development described in Part three, analyzes the key problems to be solved in constructing population-balanced society of Chengdu, including the development of non-resident permanent population, the negative influence of the aged society on Chengdu breakthrough, the development of population quality, especially that of migrant workers who should receive more occupation education in order to realize the conversion of their industry and quality leap of population. At the same time, with the population growth in Chengdu, the high population density has caused great pressure, so how to resolve the problem caused by population growth is the plight for development of the five districts. Finally, Part five puts forward some ideas, according to the background of aging, economic transformation and the main functions of population division. Population quality shall be strengthened and rural development shall be accelerated, so as to promote the development of the tertiary industry, protect the people’s livelihood and rationally distributed population in different functional areas. Empirical studies are drawn on, which is the innovation of this paper, however, but available measurement based on this data analysis is failed to be established, coupled with no in-depth inquiry; in addition, independent ideas based on referred some scholars’results need improving in the future.
