The human resource management of colleges and universities is the management, which affairs departments are directed against the human resource of their Party and government administration staff, teachers and scientific researchers, attendants, subsidiary department workers, and other personnel in colleges and universities. This management includes the job analyzing, resource programming, personnel recruiting, performance appraisal, training and developing, formulating salary, awarding and punishing, being promoted, transferring, labor protecting, and law ensuring of the human resource. Comparing with the traditional human affairs management, the human resource management of colleges and universities orientates the macroscopic goal for their long-term developing, implements strategic management with advance scientific methods permanently and nimbly, and reflects the human-centered essential characteristic fully. So, the human resource management of colleges and universities is an advance managing model to suit the present international tide and Chinese condition.For practicing the long administrative human affairs management system, the traditional human affairs management has engendered reverse influence in colleges and universities development. Now, Chinese colleges and universities still put into practice the human affairs management, in the meantime, begin to change from the human affairs management to the human resource management. To carry out the human resource management comprehensively, it is a great transformation for Chinese colleges and universities. As a comparison with Chinese colleges and universities human affairs management, they have implemented the human resource management in those developed countries colleges and universities universally such as America, Canada, and Australia, etc,. This has been opening up and developing their colleges and universities human resource, and raising the fostering quality of their talent, and making their higher education cause being in leading standard all of the word.In view of this, Chinese colleges and universities must implement the human resource management, set up the new sense, carry out the human resource management practically, find the new national system of the human resource management, establish and strengthen the human resource management mechanism of colleges and universities, optimize the human resource management environment, ensure the human resource management putting into effect, and heighten the management efficiency by utilizing scientific ways.
