Human capital is the most important factor, which promotes economy in 21stcentury. It is a crucial factor that human resource gets in on the ground floorin competitive countries, areas and organizations. It depends on college's ownhuman resource whether university will take the responsibility to train highertalent for the development of economy and sociality in Guangdong. Thereforeconstantly study and improvement of human resource management is the mostimportant task for the development of colleges and universities.This article analyzes human resource and human resource management statein Guangdong's colleges and universities, and does some research on theirtypical problems, and puts forward some suggestions from modern human resourcemanagement.Part 1 expatiates on the importance of human resource management for thedevelopment of colleges & universities and the significance for Guangdongeconomy and the social development, defines the basic concept in the article,summarizes the human resource management of colleges and universities studiedby the internal academe at present. Part 2 introduces human resource managementand the developing process of human resource reformation in our country, andcompares modern humane resource management with traditional personnelmanagement, and sets forth necessity on the basement of analyzing connotationand character of human resource management in university. Part 3 looks back onhuman resource management of colleges and universities in Guangdong, analyzesits development actuality and pointes out that colleges and universities willmeet the challenge basing on the examples of Beijing, Shanghai and Jiangsu. Part4 and Part5 analyzes the facing problem of human resource management inGuangdong's colleges and universities, particularly in the following aspects:strategic orientation, working-out and implement of strategy, human resource disposition, human resource exploitation and human resource motivation, and putsforward some solutions on how to improve them.
