On November8,2012party eighteen big work meeting, work reports explicitlyput forward actively promote equality of migrant children accept education. Theproblem causes the attention of the party central committee and the social people fromall walks of life. Along with the rapid development of reform and opening up, a largenumber of labor flow from rural to urban, the family more and more migrant workersinto the city, the serious result is that more and more number of children and parentsinto the city. Migrant children education problem is also growing. How to make urbanmigrant children and urban children equally enjoy education resources, become aproblem to be solved. So the research of urban migrant children education problem isvery necessary.The main content of this article is divided into five parts.The first part, the paper selected topic theory significance and practicalsignificance, through the analysis, the research both at home and abroad to datacollection and research methods based on the summary is proposed in this paper, thepossible innovation points and deficiencies.The second part, defines basic concepts of the urban migrant workers, urbanmigrant children and education equity theory, and expounds practical ability ofamartya sen in theory and application of the theory in this paper. Feasible abilitytheory mainly from political freedom, economic conditions, social opportunities,social transparency, Guarantee the safety of protectionof five aspects carries on the analysis, the theoretical framework of construction paper.And put forward this theory to analysis the main performance of the urban migrantchildren education fairness problem.The third part, through specific data, points out the present situation of migrantchildren education unfairness and the existing problems of shenyang.The fourth part, through to the shenyang, in-depth analysis of the currentsituation of migrant children education unfair use of amartya sen’s theory of practicalability to find out the real reason for migrant children education unfairness.The fifth part, the realization of shenyang urban migrant children education fair analysis of the countermeasures. Mainly through the following five ways: expandingurban migrant workers of political freedom and power; Correct orientation educationinvestment subject, broadening the source of education funding channels; Achievingequality in urban migrant workers into cities, establishing and perfecting themechanism of social education; To strengthen the government public policyenforcement of education information; Perfecting the urban migrant childreneducation fair defensive security.All in all, this article is for migrant children education fairness to point to inshenyang city, the practical use of amartya sen, analyzing theory in shenyang urbanmigrant children education unfair problems, find out the countermeasures to solve theproblem to guide the government behavior, and promote the development of urbanmigrant children educational fairness.
