As a pillar of the national innovation, the culture and education is both fundamental and occupational while culture and economic is the driving force of the national economy which both has efficiency and sociality. The occupational and efficiency requires high quality skilled personnel for protection. With the characteristics of the times, higher vocational education not only assume to provide high-quality technical talent to production, construction, management services and other industries but also responsible for promote economic restructuring and supply innovational talents. Especially in today, the world economy is weakness and economic growing slowly, the cultural economy has become a driving force of driving economic growth, promoting the progress of world civilization and driving global economic integration. It is also a new bright spot of promoting global economic growth. This paper is established in the view of school-enterprise cultural co-operation, combining with the way of school-enterprise cultural co-operation and the mechanism of school-enterprise co-operation which vocational education need nowadays, then analyzing the effect of vocational education in foster human capital, the behavior of economic characteristics and social economy in order to realizing external economy. It aims to accelerate human capital which is needed in industrial upgrading and transformation. The school-enterprise cultural integration in higher vocational education as the highest level of school-enterprise cooperation, based on its own view to analyzing the externality of vocational education and proclaiming the value of external economy of vocational education in school-enterprise cultural co-operation, and an analysis of bring external diseconomies to the development of vocational education by the change of environment factors and raise some measures for improvement while find out the factors which affect the development of vocational education and put forward the improvement measure and try our best to solve the negative externality in the future development of vocational education such as employment is lose one’s job, education repoverty and so on. They should strive to achieve one more qualitative development of higher vocational education through its externalities, providing some references to construct the brand of higher vocational education. This paper is divided into seven parts.The first part is introduction. The point of contact of the passage is the basic cultural perspective which school-enterprise co-operation need, choosing the vocational education which highlight professionalism serve as its force of development as the object of study, introduces the research background, purpose and significance of the study, research home and aboard, research methods and content.The second part is the analysis of relevant theory. Concept definition makes the basic concepts of school-enterprise culture and externality more distinctive than before. By the means of relation analysis, we can analyze the performance and effect of higher vocational education under the perspective of school-enterprise culture. So as to prove that it is school-enterprise culture that the "pusher" of higher vocational education positive externality.The third part is external analysis of higher vocational education under the perspective of school-enterprise culture. Through the productive attribute analysis of higher vocational education, we can establish the attribution of higher vocational education, reveal its promotion effect to social from economic characteristic and economic effect, as well as to show the positive externality of higher vocational education at the present stage.The forth part is the existence reason and behavior of higher vocational education negative externalities in the perspective of school-enterprise culture. Analyzing the behavior of externality and reasons for existence of vocational education, emerging the promoting effect of vocational education in enhance humanistic quality, facilitate employment, accelerate social upgrading and so on, but it behaviors the diseconomy phenomenon in open environment, human capital cultivation, production model transformation.The fifth part is the measure to solve higher vocational education negative externalities from the perspective of school-enterprise culture. Higher vocational education has accumulated a lot of successful experience after years of rapid development, from the strong support of macroeconomic policies to the allocation of resources by means of microeconomic, and building an employment-oriented vocational, recycled bridge of vocational education and other measures to solve the negative externalities of higher vocational education.The sixth part is external construction demonstration of Xuzhou Biological Engineering Vocational College. Using the development of Xuzhou Biological Engineering Vocational College as a demonstration, trying to demonstrate the new development opportunities and challenges to higher vocational education by the depth cooperation of school-enterprise culture.The seventh part is conclusion. By means of penetrating into school-enterprise cultural co-operation, the vocational education also shows its essence characteristic. The externality changes along with social economy, and its theoretical significance and practical significance have bright characteristic of our time.
