Currently, elementary educational curriculum reform has been widely carried out all over the China. As one of its highlights, school-based curriculum development has received unprecedented attention in the new-round curriculum reform. The promulgation of the "tertiary course management" policy provides policy guarantee for the development of school-based curriculum. School-based curriculum development is in the process of independent research and development within the school curriculum. It aims at developing the students’ individuality and find out the curriculum catering to students’individuality development. With the reform of new curriculum deepening, people is paying more and more attention to the development of school-based curriculum. Every school set out to make up its own school-based curriculum which is suitable for the development of schools and students. However, traditional teaching is always attaching attention to marks. Meanwhile, educational workers just pour knowledge into students’ mind blindly, but ignore the development of the students’ ability, let alone, to cultivate the students’ emotional attitude and cultural accomplishment. School-based curriculum development to a certain extent, can change the current situation, and promote the school characteristic teaching, teachers’ professional development and students’ personality development. Therefore, school-based curriculum development is the inevitable outcome of the curriculum reform and development, which meets the needs of social development. Consequently, it has far-reaching practical significance.This paper studies the present situation of the development of school-based curriculum with the method of questionnaire investigation, interview and case analysis as well as refering to English school-based curriculum "The Beauty of Xinyu" development process of Xinyu No.1Middle School. And I find that:school-based curriculum has played an important role in arousing students’interest in study and promoting their marks; School-based curriculum development is a process where teachers are main implementers, and multi-party participation and support is in need. At the same time, in the process of writing this paper, through the questionnaire of students, teachers, I found many factors affecting the development of school-based curriculum:First, The college entrance examination system together with national curriculum restricts the development of school-based curriculum; Second, The old ideas of School leaders and teachers restrict the development of school-based curriculum; Third, The school-based curriculum development qualities of teachers restrict the development of school-based curriculum; Fourth, the imperfect evaluation system restrict the development of school-based curriculum; Fifth, the lack of curriculum resources restricts the development of school-based curriculum; Sixth, teachers’ heavy workload restricts the development of school-based curriculum. In view of the problems in the process of the development of school-based curriculum, the author consulted a large number of literature, visited many teachers, and then summed up the following countermeasures:First, Correctly handle the relationship between school-based curriculum and national curriculum; Second, transform teachers’curriculum ideas, improve teachers’ ability of curriculum development; Third, dig out course resources, realize resources sharing; Fourth, reform teaching methods, innovate education teaching; Fifth, improve the curriculum development evaluation system; Sixth, ease the burden on teachers’work, improve the enthusiasm of teachers.This article mainly consists of four chapters:Chapter one:Introduction. Introduce the selected topic background and its significance, school-based curriculum research situation at home and abroad, research objects and methods.Chapter two:The present situation of the development of school-based curriculum in English at Xinyu No.1middle school. Introduce the compilation of English school-based teaching material, the situation of school-based curriculum, school-based curriculum implementation situation and reflection on the implementation of the school-based curriculum of English.Chapter three:Factors affecting the development of school-based curriculum.Chapter four:strategies of School-based curriculum development.
