Computer and network was supposed to improve and facilitate human’s life, the computer and the network should be just a tool of human life as well. How to correctly understand and use this tool has become the focus for younger generation, their parents and schools, even for the whole society. Ultimately, if the individual pays attention to the benefits of a tool consciously, and automatically ignore or avoid its side effects, it may require a high degree of individual responsibility. On this basis, research for formation, development and cultivation of young people’s sense of responsibility possess important theoretical significance and practical value.This article spread its analysis from the performance of the juvenile to the general addiction problem of adolescent and concluded:the responsibility of teenagers in the Network Environment stems from the responsibility of real-life, the network, as a tool, is not responsible for lack of responsibility of the teens. It is the lack of responsibility education that is responsible, and the stage from enforcing educate to natural formation of the sense of responsibility is missing, which result to computerized thinking and manipulation.The first part is an introduction, which elaborates the network environment, significance, current research status, and the formation and development of adolescent responsibility issues. It defined the core concepts and decided the study method:literature study and experience summary method. The second part discusses the significance of culturing youth the sense of responsibility. Which is vital to theirs self’s development, family and society? The third part is the discussion of the formation and development of young people’s sense of responsibility. The last part presents the characteristics and countermeasures of the sense of responsibility. In the network environment, the characteristic of the youth sense of responsibility is:change from the " cramming method" to "dialogue"; From the "didactic approach" to "scene oriented type"; from the "one-way method" to "multidimensional method"; from the "traditional closed type" to "open network". Family, school and society should each take its own responsibility to the education of youth sense of responsibility. Family should create a good family atmosphere; guide healthy internet surfing habit; develop the right network awareness; train the self-control and interacting ability. School should improve teachers’quality; strengthen the network responsibility; cultivate information accomplishment; emphasize on psychological counseling; optimize network resources. Society should create a good cultural atmosphere; standardize reasonable network construction; advocate self-regulation in related industries; develop professional and healthy websites.
