The fair education that migrant workers’children can have is a hot issue that people from all walks of life are concerned about and an important aim that the Party and the government hope to achieve in the educational reform and development. At present, thanks to the local government and education department, Shanghai’s470,000children of migrant workers have almost had the compulsory education in Shanghai. It is no longer unachievable for migrant workers’children in Shanghai to have free school education, but instead a reality, which not only settles the migrant workers’concern but also brings these children great hope for their future, thus ensuring the society’s harmony and educational fairness. It is the first step to realize educational fairness, i.e. the very fairness at the beginning of education, that migrant workers’children can go to school like children in the city. Even so, whether migrant workers’children can be educated in the same way at school and have various educational activities off campus in a fair way is also worth caring and thinking about. This article, from the perspective of off-campus education, explores whether migrant workers’children can be fully provided with off-campus educational activities by school and other organizations while having a fair chance of school education. The research has involved migrant workers’children, their parents, their teachers and the schools for those children. It analyzes the current situation of inadequate off-campus educational activities for those children, finds out the reasons and give some suggestions for how to involve those children in such activities.The article has5chapters. The first chapter:Introduction, which mainly deals with the background, the issues, the significance, the framework and the methods of the research. The second chapter:Basic research, which, by reviewing the literature, gives a general idea of similar researches at home and abroad, and bases the research on the ideas of "harmonious education based on people","education based on multiple intelligences" and "life being education". The third chapter:the research on the current situation of migrant workers’joining in off-campus educational activities based on the survey conducted in6schools for migrant workers’children, which includes questionnaires and interviews to have an idea of those children’s expectation of their off-campus activities, the real situation of these schools off-campus activities, their family backgrounds, other educational organizations’participation and the society’s concern. The fourth chapter:the analysis of the reasons for lack of migrant worker’s children’s involvement in off-campus educational activities, including the absence of relevant items in the policies and regulations, the schools’ignorance, the teachers’inadequate ability to conduct the activities, the parents’lack of knowledge in this area and the little involvement of other educational organizations. The fifth chapter:the ways to improve migrant workers’ involvement in off-campus educational activities, which are the result of consideration and elaboration based on the problems introduced, surveys and analyses. Several modes of involving migrant workers’ children in off-campus educational activities has been explored, including ensuring those children’s effective involvement in off-campus educational activities with the help of mechanism construction (providing a platform for those children to join in the activities and developing school-based curricula about after-class education) and adequate support (relevant policies, classes aimed at parents and support from the society).
