To solve the "three rural" issues, and building a moderately prosperous societyneed to develop the rural utility personnel create a sufficient number of high-quality,reasonable structure. Around the natural conditions in China, the industrial structure,economic base, social development imbalance throughout rural practical talents arealso distinctive, and with the building of a new socialist countryside, major historictask of building a socialist harmonious society proposed and implemented, the issueof agriculture and rural farmers face significant opportunities and challenges, a newand higher requirements to strengthen the construction of rural utility personnel,whether institutional innovation model innovation and operational mechanisminnovation to promote the construction of rural utility personnel to become the currentdrive is an important task for the new rural construction. Therefore, earnestlystrengthen the construction of rural utility personnel, is both an urgent need topromote the new rural construction, is an important guarantee of the new ruralconstruction. These years, although the construction of rural utility personnel progress,but still promote have to adapt to, and does not meet the weak link, and of greatsignificance for promoting rural economic and social harmony and stability, toaddress these weaknesses. In this study, based on the study on the basis of Tai’an City,Shandong Province, rural development of qualified personnel, analyzes andsummarizes the actual status of the personnel in rural areas of Tai’an City building,Problems and constraints. From domestic and foreign personnel in rural areas ofexperience in construction mode based on the actual situation of Tai’an City, Tai’anCity, the rural development of qualified personnel eight modes selection. Finally, theuse of the principle of the system, and proposed the corresponding countermeasures topromote rural development of qualified personnel in Tai’an City, Shandong Province.The text is divided into seven parts. The first part describes the researchbackground and significance, as well as the current construction status of rural talent;second part of the first system of human capital theory, combined with the the binary development theory and Deng Xiaoping’s Rural Human Resources Developmentideological and theoretical construction of rural talent a more systematiccomprehensive analysis of the multi-disciplinary perspective, laid a theoreticalfoundation for the construction of rural talent in Tai’an City. Then, a brief analysis ofthe classification criteria of the relevant concepts and characteristics of rural talent aswell as rural talent. The third of four parts, based on data analysis of Tai’an City,Shandong Province Rural personnel investigation come to a concrete manifestation ofthe construction and development of Tai’an City, Shandong Province, rural talent aswell as the existing problems and constraints. The fifth part introduces the main modeof construction of domestic and foreign personnel in rural areas, as well as inspirationto us. Part VI, according to the specific circumstances of Tai’an City, Tai’an City,construction of rural personnel are summarized eight modes to select. Part VII, toinstitutionalize explore optimize the environment for the growth of rural talent,operation mechanism, the education and training system, and to increase capitalinvestment in order to build a the construction harmonious development of personnelin rural areas of Tai’an City system.
