Studies On New Farmers Training Based On The New Rural Construction-Shandong Province As An Example

Farmers is the main body of the new rural construction. Cultivating educated, skilled, and skilled operating new farmers has important strategic significance to the new rural construction, also is the objective requirements of the new rural construction. New rural construction puts forward the new, the higher demands on the quality of farmers. Currently, the quality of farmers can not completely meet the practical needs of the new rural construction, which restricts the development of agricultural modernization and hinder the improvement of farmers’ income, which put forward higher requirements for the new farmer training.Based on the inspection of a large number of related literature, visiting experts and field research, agricultural risks theory as a guide, using causal analysis, system analysis, comparative analysis, quantitative analysis methods, especially focusing on logical relationships from the training of new farmers and new rural construction, agricultural and rural economic development, rural labor and the training resource status of farmers, farmer training practices, the existing practice of the foreign training of farmers, policy recommendations. This article discusses the new farmer training issues in the context of the new rural construction deeply and systematically.The foreign farmers training experience and enlightenment understanding is the premise of this paper. Sorting out the EU model to Britain, France, Germany, the United States on behalf of the North American model, as well as Japan and South Korea, the East Asian model, summarizing the basic experience of the foreign training of farmers obtains results:improving the legal protection system to pilot management in accordance with the law; straightening out the main relationship to improve the training system; arounding the requirements of the new farmers to improve the training objectives; increasing capital investment and introducing market mechanisms, to provide a useful reference for China’s new farmer training.Status and Problems of Shandong Province, the development of new farmer training analysis is an important part of this study. The research and analysis of resources of rural labor and farmer training in Shandong Province summes up the practice and the effectiveness of the new farmer training process: improving the degree of attention to strengthen the organization and leadership; increasing capital investment to promote the work carried out; clearing ideas classification training; highlighting mechanism innovation, riching training mode; optimizing the form of training, enhancing training targeted. At the same time, we see the faces major challenges such as training policy needs to be optimized, the urgent need to increase training capacity needs to be improved as well as the training needs of diversified training of new farmers in Shandong Province.Policy recommendations to improve the training of new farmers is the core of this study. In the analysis of the status of the new farmer training and on the basis of the problem, the paper draws on the useful experience of foreign training of farmers, and puts forward policy recommendations to improve the training of new farmers:(1) legislation to promote is the important institutional guarantee to promote the training of farmers;(2) establishing diversity investment in training system to ensure that the training of sustainable development;(3) strengthening the system to improve farmers’ education and training service capabilities;(4) strengthening the organization and leadership, the government acts to strengthen farmers’ education and training work.
