Competitiveness of modern institutions of higher learning is not just capital, talent and technology, and what more important is the construction of organization and management of it, and the effective way to promote the organization and management is the performance management reform. Through performance management, scientific and reasonable development goal of colleges and objective of internal management and faculty work is to set to clear the developing directions of the institutions of higher learning. In addition, by performance management, it can promote the optimization of management and business process, and evaluate faculty and department’s work objectively and fairy, and clear personal and departmental contribution to the organization, meanwhile, it can motivate departments and staff strive to improve their performance.Based on this, in order to have a clear description of promoting the performance management of institutions of higher learning, this paper using case study method to select Z college as the research object. Firstly, this paper describes the research’s background and significance about performance management of college administrative department, on this foundation introducing the full text’s research ideals and method, thus defining the scope, the purpose and the context of the study. Secondly, this article thoroughly studies Z college to introduce the background it implementing performance management. By designing questionnaires, using the basic theory and method of management science, analyzing problems in implementing performance management in college, we can find that Z college’s performance management exist three problems, that is assessment method lacking rationality, assessment objectives being not clear, and equally paying for performance. Subsequently, this paper analyzes the basic content and applications of the classical theory of motivation, especially which of the Maslow’s hierarchy of needs theory, expectancy theory, equity theory and performance measurement theory, and incorporates these theories to the process analyzing the current problems in performance management of Z college, so that identifies the factors that impact Z college promoting performance management reform and summarizes better performance management approach, meanwhile from improving evaluation mechanism, designing the office management system, building fair and reasonable remuneration system three aspects proposes rational suggestions and countermeasures, that is to create performance...
