Human resource is one of the most important resource in the economic and social development, with the arrival of knowledge economy era, all countries over the world in order to enhance their comprehensive national power in the global scope, they all launched an intense war of talent resource. At present, our country is in the period of rapid economic development, which is in a transition from planned economy to the market economy, especially with the development of economy, non public ownership economy has become the important strength to support the economic development of our country.The Party Central Committee attaches great importance to China’s human resources work, made the scientific judgment of "talent resources are the first resource". In December2003, the Party Central Committee and the State Council had held a national talent work conference, made the "decision" of "the CPC Central Committee and State Council on Further Strengthening the work of talent", which is the first time in the history of new China that the Central Committee held a special conference only for national talent work.The current development situation of the non public ownership economy in our country, on one hand, the momentum of development is so strong, there are a greater breakthrough in both quantity and quality, and as well great potential; on the other hand, there are also many restrictive factors, to the non state-owned enterprise, how to use the scientific and reasonable configuration of human resources and to obtain the talent resources effectively has increasingly become the focus of attention, especially in the condition of the gradual perfection of the socialist market economy in China.the problems during getting the talent resources effectively in the talent market usually caused by some factors such as the wrong role of government in the talent market, government function deviation and cannot reflect a direct relationship, various policies on discrimination and so on. What’s more, according to the survey, most non state-owned enterprises still remain more or less using the traditional personnel management patterning during the human resources management, which has seriously affected the development of talents, restricted the talents’roles, hindered the healthy development of enterprises.At the present, the socialist talent market development in our country is not perfect, the market itself has many problems of mechanism, coupled with China’s socialist unitary political system, the government still dominates the talent market. And the government’s function should be "navigation" rather than "operation" in the market economy. In the human resource configuration, the core function of government is to make the talent market into full play the basic role in resource allocation, the government exists to regulate the market rather than to participate in market competition, which requires the government to withdraw from the competition in the talent market. the government not only need to change its function from the scale, the scope of activities, also from the management system and operational mechanism of the deep reform, and according to the talent market of the building needs, to be the main energy for setting economic development goals, formulate macro human resources control scheme and the talent market development strategy, establish the market rules, strengthen the market planning, the establishment of public service system, coordinate and solve the contradiction and conflict between human resources allocation in the macro-control system, performance of the functions, to ensure that the development of human resources is in accord with the development trend of social governance, to meet the needs of social economic development, conducive to the all-round development of human and sustainable development. The government’s management mode should be from the original "administrative-control" to "administrative--control and rule--services combined type"In addition to the talent market itself and the functions of the government needs to be changed, as the rapid development of the non state-owned enterprises also need to constantly improve their internal human resources systems, to ensure the rational utilization of talent in the development of economy at the same time; the enterprise need to build a harmonious environment for employees, not only to attract a talent, good use of talent, but also to retain current talent; to provide wider space for talent’s individual development and as well to lay the cornerstone of good talent during the rapid development of non state-owned enterprises.This paper attempts to sort out the socialist talent market’s and government’s roles in the talent market, and also find out the problems from the angle of non state-owned enterprise itself, and the analysis problems and practical difficulties of getting talents resource effectively in the talent market from multi-angle of non state-owned enterprises, and finally proposed countermeasures. Those ways have certain innovation, and to proceed from reality, pertinence and maneuverability, which have certain reference significance.
