Resource Allocation Decision-making Functions Of Government Higher Education

In the background of reform of higher education system, higher education has been rapid development. The allocation of higher education resources is turning to the model of combination of plan and market. In this variation, the functions’definition of the government in the allocation of higher education resources is very important. Because higher education belongs to the category of quasi public goods, therefore the higher education resources based on market allocation still need government intervention and regulation, the intervention the regulation is the most action caused by the government’s decision.In this paper, using the descriptive statistical method, based on the data of "China Statistical Yearbook(2012)","China Educational Finance Statistical Yearbook (2012)","Educational Statistics Yearbook of China (2010)","China Statistical Yearbook on Science and Technology (2012)", analyzed the characteristics of current higher education resource allocation in China. Namely the total higher education resources are inadequate, higher education resource allocation is uneven, and the higher education resource utilization efficiency is low. The decision function of the government plays an important role in the allocation of resources for higher education in our country. The fifth chapter analyzed the problems of government decisions in higher education. And put forward the method of revolve the problems, including implementation mechanism for the government decisions of higher education resource allocation, to ensure that the government decision-making of the resources allocation of higher education more scientific and democratic, thereby the government decision implementing smoothly.
