In recent years, the country has the popularity of the urban and rural free compulsoryeducation, school-age children "school" problems are better solved fundamentally, the vastnumber of children to receive compulsory education rights has been guaranteed. However, inthe school running level and education quality of the gap between urban and rural areas,between schools in compulsory education stage is highlighted, the imbalance of compulsoryeducation has become a hot issue of social concern, promote the balanced development ofcompulsory education has become a strategic task. It is of great realistic significance andfar-reaching historical significance to further promote the balanced development ofcompulsory education, to adhere to the people-oriented, to promote the all-round developmentof people, to promote education equity, to solve the compulsory education of deep-seatedcontradictions, and promote the development of science education in our country. Therefore,in2005, the Ministry of Education issued a special "several opinions on further promoting thebalanced development of compulsory education". In2006, to promote the people’s Republicof China Law on compulsory education balanced development of compulsory education waswritten into the newly revised "". In2010,"the outline planning national long-term educationreform and development (2010-2020)" put forward by2020,"the basic realization of specificgoals within the region balanced development". In2011, the Ministry of education and theprovinces signed a memorandum of understanding to the balanced development ofcompulsory education, Hebei province has promised by the end of2020, the province’s172counties (city, district) all basically achieve the balanced development of compulsoryeducation in the county, and the Hebei provincial government identified. L county is a countyof Hebei Province, in terms of the development of compulsory education in recent years hascarried out a series of useful exploration and practice, has achieved some results, accumulatedsome experience. However, due to various local economic level of subjective and objectivefactors, compulsory education unbalanced phenomenon still exists in some extent. In2016,according to the Hebei province government make the compulsory education balanceddevelopment roadmap and timetable, L County has to get the county of Hebei province compulsory education basic equilibrium evaluation and supervision. In order to find out theinfluence of the deep-seated problems of the balanced development of compulsory education,and find more ways to solve problems and operational, to be a good staff for the countygovernment decision-making, to provide reference for development of other counties’balanced development of compulsory education, also to superior departments to timelyintroduction of appropriate policies to support a balanced compulsory education thedevelopment of county, in this paper, the compulsory education balanced development of LCounty has been made as the research object, using literature method, survey research methodand theoretical analysis method, analysis and research on the balanced development ofcompulsory education in L County achievements and problems, and puts forward somecountermeasures and suggestions to further promote the compulsory education balanceddevelopment of the county.The full text is divided into five parts.The first part: introduction. The reason for the compulsory education balanceddevelopment is introduced, illustrates the significance and research value of the compulsoryeducation balanced development, at home and abroad and Hebei Province on the balanceddevelopment of compulsory education theory is combed, introduces the way and the researchmethods of thinking in this paper.The second part: the compulsory education balanced development theory. Elaborates theeducation fairness, education, balanced development of compulsory education, balanceddevelopment of compulsory education and other concepts and research topic,"thedevelopment of education fairness" principle in our country, and some wrong understandingof the reality of the balanced development of compulsory education is analyzed.The third part: the current situation of compulsory education balanced development of Lcounty. This paper introduces the basic situation of the compulsory education in L county.Using survey data, from the three aspects of input in education, school conditions, teachingconditions, objective, a comprehensive analysis of the development of compulsory educationin L County in recent4years. Presents a series of empirical measures of L county to take inpromoting compulsory balanced development in recent years, and in2012the figure as the basis, some achievements that L County has made in the balanced development ofcompulsory education.The fourth part: the analysis of existing problems in the process of promoting thebalanced development of compulsory education in L county and the reasons. This studypoints out, L County in the process of promoting the balanced development of compulsoryeducation has made some achievements, but there are still many problems, such as thecondition of equipment and using the low level balance, the overall level of teachers. Lowlevel equilibrium of modern educational facilities are not balanced, the students qualitydevelopment is not balanced, the phenomenon is still serious and so on. On this basis,in-depth analysis of the subjective and objective, the causes of these problems.The fifth part: the countermeasure of advancing the compulsory education balanceddevelopment of L county. In view of the existing L County compulsory education problems inthe development process, the county’s actual and the next goal, put forward some suggestionsthat promote balanced compulsory education of the county development train of thought andmethod. Such as changing ideas to promote the balanced; increasing investment to promotethe balanced; optimizing the teachers to promote the balanced; modernization to promote thebalanced; deepening the management to promote the balanced; and morality education topromote the balanced.
