Research On The Development Strategies For Yunnan’s Internationalization Of Higher Education

With the intensification of world economic integration since twenty-first century, the competition between each country has been heated. The competition of traditional comprehensive national strength has gradually turned into the competition of human resource. The introduction of high-level personnels and need to have them trained have become relatively urgent for each country, China included. Under such a circumstance, the internationalization of higher education has been increasingly drawn attention to around the world.Yunnan, a province on the border of southwest of China, lags behind developed interior provinces in economy, education and other sides. But during recent years, with the formulation and implementation of "the Western Development Strategy", the rising emergence of Yunnan’s advantages in its geographic position bordering those Southeast Asian countries, and its location as ASEAN bridgehead, the internationalization of higher education in Yunnan comes into a moment of unprecedented development following the promotion and intensification of Chinese process of internationalization of higher education.Based on the current situation of Yunnan higher education, this essay elaborates relevant concepts about the internationalization of higher education in Yunnan, analyzes political, social and technical environment at present of Yunnan’s internationalization of higher education from merits, opportunities and challenges, these three aspects, employing PEST-SWOT cross analysis model, and defines strategic guiding principles for Yunnan’s internationalization of higher education. Thus the function mode will be built for provincial government of Yunnan, administrative agency for higher education and each university on a new level so that development strategies for Yunnan’s internationalization of higher education can be constructed.On the basis of development strategies, specific measures are further put forward in this essay to have these strategies carried out through four ways, emphasis on training and strengthening on communication, exertion of advantages and manifestation of features, construction of mechanism and reinforcement of collaboration, addition of organs and improvement of security. At the same time, this essay initially establishes internal structures for Yunnan’s organization of higher education as well as security system for the quality of Yunnan’s internationalization of higher education by proposing setting up Yunnan’s organization of higher education and founding a Yunnan-ASEAN trade area for higher education.This essay is of significance in theory toward the construction of Yunnan’s higher education strategies for it not only provides an overview of macro factors at the strategic level which make influence on the internationalization of higher education, but also frees itself from the old nest that studies the internationalization of higher education microscopic and unattached. Additionally, it is of significance in practice for its proposed strategies offer references for the internationalization of higher education in other provinces.
