The internationalization of Higher education has become one of the most important strategies for every country to realize its dream of a powerful nation of education.It helps to improve the quality of higher education,enhance the national comprehensive power and international competitiveness.Traditional Russian higher education has a long history and enjoys high reputation in the history of the world education.With the collapse of the Soviet Union,Russian higher education faces a huge test.Entering the 21 st century,Russia regards realizing the internationalization of higher education as its basic goal.In 2003,Russia joined the "Bologna Process" which aims to achieve a unified space for the European education.In order to accelerate its pace of internationalization,Russia has adopted a series of positive policies,and has made remarkable achievements.This paper first analyses the historical inheritance of Russian higher education internationalization by clarifying and extracting the four historical periods of the reforms in higher education-“Complete Westernization” of tsarist times,“Sovietization” of the Soviet times,"the Wholesale Westernization" during the transition period and "Western orientation”in "Bologna process".Then it demonstrates the internationalization Russian higher education from three aspects: strategies related to education,strategies related to scientific research and strategies related to foreign service which are based on the internationalization of higher education theory put forward by Jane Knight.After that,it determines the motivation and characteristics from the four dimensions,namely,political,economic,cultural and academic.Finally the paper sums up the experience and the insufficiency of the strategies for Russian higher education internationalization and analyses the similarities between the reforms of higher education in China and Russia,and it provides some useful reference for our country's higher education internationalization.
