Study On The Citizen Participation In Public Sports Service

The improvement of the public sports service system is one of the significant targets in the "12th five-year plan" period. To encourage the citizen participate in the construction of the public sports service system, will not only ensure the civic basal sports rights, but will also help to improve the quality of public service supply. However, a phenomenon called "citizen bsence" has appeared in the construction of sports public service system currently, which has caused the unequal distribution of the sports social resources and the asymmetry of information between the government and the public. It has also made a bad effect on the supply of the sports public service. The essence of sports is civil activity, and the object of the public service is the citizen. From this point of view, all citizens enjoy not only the rights to participate in the sports activities, but also should be entitled to participate in the management of the public affairs of sports.The purpose of the research is discussing the citizen participation under the context of the public sports service. This paper will be based on the realistic development of public sports service in China, while providing the experiences of the past cases as the references for the futher study. The Study is trying to be elaborated from the following five aspects:PART Ⅰ:Introduction. In this part, it introduces the background of the research, and also explain why I chose the issue. Furthermore, through the literature review of the citizen participation in sports public, we can make a better understanding of the status of this topic and then put forward a framework for the study.PART Ⅱ:Brief overview. Here will define the concept of citizen participation and the sport of public services, and the means and manners of the citizen participation will also be introduced.PART Ⅲ:Theoretical basis. In this part, the necessity of why the citizens should participate in the management of the public sports services will be demonstrated, while introducing the theory of New Public Service and citizen participation, to lay a theoretical foundation for further research.PART Ⅳ:The analysis of current situation. Analyze the status quo of the citizen participation in sports public service through the typical cases. And on the basis of current situation, we will discuss the problem exists and the factors may resulted from.PART Ⅴ:Suggestions and solutions. On the context of the development of the citizen participation in the field of the public sports service, the ways and solutions of how to improve the citizen participation will be proposed. Combined with the reality of China, the paper will put forward some suggestions by building public management model and creating a suitable external environment, which will promote the citizen participation in public sports service.
