It’s very important to cultivate the vocational students’ professional competence. Scientificcultivating way can guarantee the quality of vocational education talents, and meet the needs ofthe transformation of modern industry development. But in reality, vocational schools don’t payenough attention to the training of students’ professional competence, so that the cultivatedtalents are hard to adapt to the needs of the development of social economy. This paper analyzedabout the present situation of vocational students’ competence, points out the problems ofstudents’ competence training mainly include that vocational training target positioning is notclear; professional competence training guidance in major setting and course setting is notstrong; teaching mode are unfavorable to the cultivation of vocational competence;" doublequalified "teachers are very lack; construction of condominium training base between schoolsand enterprises is not perfect; the traditional ideas and vocational students’ own reasons and soon. These questions are due to the reasons, for example, educational concept of vocational schoolis unclear, talent training objective and the settings of curriculum system and social demand aredisjointed; training mode is lagged’; the policy guidance is not strong;" double qualified"teachers’ team construction of system and mechanism is not perfect etc. To solve theseproblems, I call for a try of "2+1" training mode. In terms of the updated concept, the making of" double qualified "teachers’ team, cooperation between schools&enterprises, the strengthen ofstudent management and the reform of evaluation system, how to develop students’ vocationalcompetence was studied. By using the method of literature research, survey research andcomparative research, discusses the reasons of "2+1" training mode, form and effect, points outthe action and the safeguard mechanism of "2+1" training mode. In this paper, measures andsafeguard of vocational students’ professional competence training under the "2+1" mode needthe factors such as policy, economic, social, and school-enterprise cooperation to work togetherto achieve.Government should give full play to its functions, formulate and supervise theimplementation of the system; schools should change teaching ideas and teaching methods; Thewhole society supports;industry associations and enterprises should take an active part in. Frommulti-channel, it powers vocational students’ professional competence to ascend, to facilitatestudents’ development and to meet the needs of employment of enterprise, to echo the appeal of national economic transformation and development, to achieve the secondary vocationaleducation sustainable development. The research of secondary vocational students’ professionalcompetence training based on the "2+1" model provides the theory and practice reference valuefor skilled talents training, and provide rational thinking to solve the problems in thedevelopment of secondary vocational education.
