Binhai New Area is the national comprehensive reform pilot area approved by the State Council in2006, and it is clearly stated in<The opinion of speeding up the construction of the Binhai New Area talent highland> in Dec.2010that the city will build a reform experimental zone of talent management. The purpose of this study is to combine the reality of the Binhai New Area, to form the environment with international practice and meeting international talent development needs through first try and the innovative breakthrough in efforts, and then make the new district become one of the highest degree of openness, innovation and the most dynamic and innovative most fruitful international talent highland.. It has a significant and far-reaching strategic significance to accelerate the institutional reform of the personnel management system in this new area, to explore a talent priority to the development of new mechanisms in order to crack the problem of talent development, promoting industrial transformation and upgrading.Firstly, on the basis of combing the literature, this article defines the meaning of international talent base and focuses on the analysis of its elements. The international talent base is an ecosystem of collaborative development of the carrier form, industrial development, talent ecological environment, which is high-tech international talent gathered zone driven by the government forces and market forces. As the personnel management reform experimental zone with the standards of international talent management system, it can promote international exchange of intelligence as knowledge production center. It is also the key nodes in allocating human resources according to industry needs in a global perspective, the hub of international talent distribution, the carrier to play international talent potential and realize self-value. Secondly, this article studies the advantages weaknesses, opportunities and threats of international talent base in Binhai New Area, using strategic analysis(SWOT analysis) on the basis of the questionnaire in detail. Combined with domestic and foreign construction personnel management reform experimental zone experience in positioning mode, this article gives "the Binhai New Area mode " of the international talent base construction---"network-like, twin-engine, ecology ".Then on the basis of analysis of the characteristics and laws of the international flow of talent, specifically from the system management innovation and management innovation to explore the operation mechanism of international talent base in the Binhai New Area. At last in terms of organizational security, platform security, environmental protection, legal protection and personnel self-cultivation, this article carries out the strategic initiatives of the construction of international talent base in Binhai New Area.
