Human resources have broad sense and narrow sense. In the broad sense, human resourcesrefer to the people with normal intelligence. In the narrow sense, human resources refer to thetotal population with labor capacity, which can promote the development of the whole economyand society. In a certain sense, optimize configuration of human resources means to fulfillpeople’s potential, which will create the most reasonable and superior value.Teacher human Resources are the first importance and the most active factor in every seniormiddle school. The development of school sports education level was decided greatly by itscondition of human resources of sports teachers. At present, for senior middle school physicaleducation, it is very necessary to ensure the development of PEteacher, or it will directly affectthe target of physical education’s development. Therefore, the important subject of thedevelopment of physical education is to optimize senior middle school humanity resource ofsports teachers,motivate the potential power of teachers, improve sports teachers’ creativity andadapt the need of the new curriculum actively. This paper has investigated the conditionof Binzhou Senior middle school PE teachers’ human resources by using document research,questionnaire survey, and mathematical and statistical methods. The conclusion is as follows:1、The allocation of human resource in age and gender, number, professional, scientificstructure irrationality is unreasonable, the distribution of humanity resource of sports teachersis imbalance, female physical education teachers are not enough, the title is quite reasonable,teachers with senior titles and intermediate title have s big age gap.,master’s or more highlyeducated people is not enough, continuing education situation is good, the number of senior titleof professional teachers is reasonable, teaching quality is good, the basic physical educationteachers are from the province’s colleges and universities.2、Binzhou middle school sports teacher’s knowledge is narrower, their knowledge update is too slow, the Education Bureau and school are supposed to increase the sport dance teachertraining and further education opportunities, the content of the continuing education is boring.Teachers’ ideological quality can be trusted, most work with a sense of responsibility and goodprofessional dedication, but some teachers don’t care about sports teaching career, and theirattitude is cold.3、The overall level of the PE teachers’ teaching and the quality is good, but the proportionbetween teachers and students is not balanced, most of the PE teachers’ workload is too large,free rise time is less. Teachers’ enthusiasm for the research is not enough. The purpose of theresearch is for the professional evaluation and school tasks. Scientific research is not enough, itis weaker.4、Leaders have not noticed the importance of physical education, sports funds is less,location equipment hardware set is poor, after school sports training and sports competitionactivities is less.
