Performance evaluation of second-grade institute in university is the basis for improving the efficiency of internal resources arranging, the basis of university internal management reformation and an important part as well. University performance evaluation studying for second-grade institute is a little, and based on core-content development, performance evaluation is less. This article angle is innovative. By studying second-grade performance evaluation based on core-content development angle, it aims at providing new method for university core-content development. Also it provides some new points, especially tactics and suggestions for improving and optimizing performance evaluation which attempt to be accordance with core content development requirement.
