Performance evaluation of second-grade institute in university is the basis for improving the efficiency of internal resources arranging, the basis of university internal management reformation and an important part as well. Proceeding performance evaluation in second-grade institute is a main trend according to core content development requirement, and an important part of university management.Core content development of second-grade institute instructed by performance evaluation theory can help institute achieve scientific,healthy and high-speed development.The theory in second-grade institute performance evaluation is also suitable and practical.Regarding performance evaluation in second-grade institute based on core content development,on the aspect of university it can help university know more clearly and control the running and performance of second-grade institute. At the same time, on the aspect of institute,it is helpful to notice facing opportunity and crisis obviously and generally, understand advantage and disadvantage itself, get point in competitive environment, manage institute development and core content construction scientifically and reasonably,use human resources and other resources efficiently, improve education quality and benefit, and enhance complex capability.This article analyzed the research results of former scholars by literature searching method and actual research by questionnaire and talking.And it proceeded systematic studying of second-grade institute in Y university, by talking with some leaders and giving test paper in second-grade institute to proceed individual case studying, using performance evaluation theory to find problems and analyze the causes.Last but not least in conjunction with the aim of university core content development, submitted the tactics and suggestions in accordance with the aim of university second-grade institute core content development.The innovation point of this article is:based on core content development angel, using performance evaluation theory in second-grade core content development and internal management. University performance evaluation studying for second-grade institute is a little, and based on core-content development, performance evaluation is less. This article angle is innovative. By studying second-grade performance evaluation based on core-content development angle, it aims at providing new method for university core-content development. Also it provides some new points, especially tactics and suggestions for improving and optimizing performance evaluation which attempt to be accordance with core content development requirement.
