The internal management reforming has no essential improvement, though they have got tremendous achievements through mechanism reforming in three phases. Many problems such as worsened fairness of education, poverty students and educational charging have hindered the process of the popularization of higher education and prohibited the establishment of world first class university. These problems are caused by huge management structure, inappropriate administrative power, over-high management cost, over-low portion for the productive input, low expertise of the managers and weak serving attitude in different colleges and universities. In order to solve these problems and promote the university management performance, efforts should be made in both theoretical and practical scales.This paper mainly uses the theory of management performance theory, analyzes and evaluates current university management performance in our country in detail, studies the internal and external factors affecting the management performance, and constructs the comprehensive model to promote the university management performance. The main work is as followings:1. Define the affecting factors of management performance. Management performance includes benefits and efficiency these two meanings, and is affected by various factors. The key factors include external environmental factors such as education, social culture, law and economy, and internal factors such as ownership, management structure, management goals, organizational structure, organizational culture, managing methods, managing process, supervisor, supervisee and management skills.2. Define and evaluate the management performance of colleges and universities. Through the secondary relative benefits evaluation of 66 colleges and universities in 11 countries, we find that domestic management performance is not only lower than that in America, England, Japan and Canada with high academic levels, but also lower than our counterparts such as Korean and New Zealand. Our management performance level is under a trend of decreasing and being surpassed by German, Finland and India. By evaluating various factors affecting the management benefits and efficiency, we find that all the factors are doing a little good and can be improved a lot. 3. Study the internal and external factors. We find that all the factors have their disadvantages in the improvement of management performance, including the external factors like education, social culture, politics and laws and economy, and internal factors like the ownership, management structure, management goals, organizational structure, organizational culture, management styles, management process, supervisor, supervisee and management skills.4. Give suggestions on how to promote the management performance in colleges and universities and built relative comprehensive models. The external reforming is the precondition with internal reforming being the key. On the external side, we should enforce the legislation, transform the intervene style of the government to the colleges and universities, built the personnel marked, capital market, evaluating agency market and the supervising role of the society. On the internal side, we should establish various financing channels, built modern ownership structure and managing structure, implement and promote the employment of the personnel, make specific management goals and examination criteria, reform the organizational structure, guarantee the coherence of administrative and academic management, strength the establishment and management of the organizational culture, adopt scientific managing skills and advanced management methods to perfect the management process.To the internal management reforming in our universities, because of the high tendency of the internal management, lack of learning models and the insufficiency in the studying of the improvement of the management performance, this paper has a pioneering meaning. The theoretical can not only provide theory basis for our colleges and universities to promote the internal management reforming, improve the education benefits and efficiency and build world class universities, but also have significant guidance meaning for the administrative departments to further reform the education mechanism, optimize the allocation of the education resources, promote the popularization of the higher education, solve the existing problems in education and improve the competitiveness of our country.
