The major program of education is to put teachers first, and the major program of teachers is to regard training of teachers as the base. The high-efficiency strategy of training the teachers of primary schools and middle schools does help improve the professionalized quality of teachers, fundamentally guarantees the development of education and teaching quality, and all the more promotes the further development of competence education and new curriculum reform in a scientific approach. There are issues such as leadership’s neglect, teachers’ unwillingness, and lack of attraction in training institutions, which exist in teachers’ training program of primary schools and middle schools in Dazhu County. For a long time, those have had a negative effect upon the development of training results, imposed restrictions on the growth of teachers’professionalized quality, as well as impeded the sound development of continuing education in Dazhu County. This study, from the perspective of trainers in teachers training institutions, has elaborated on the existing issues by way of literature, investigation and interview, and case research, to tentatively find a feasible strategy appropriate for the teachers’ training in Dazhu County.The thesis comprises five parts. In Part Ⅰ, Introduction, the reason of selected subject, the purpose and significance of this research, and the background and methods of thinking have been explained; The second part has sketched out the development process, the general information of teachers’education and the present situation of teachers’ training in Dazhu County; In Part Three, the study has focused on the explanation of the present issues in teachers’ training, conducted an investigation and research from three aspects of authorities concerning education, teachers’ training bases, grass-roots schools, teachers; In Part Four, different reasons leading to those issues mentioned above have been explored deeply; In Part Five, based on the four aspects above, the study has sought for the solutions to improve the current situation of teachers’education in Dazhu County, put forward such a proposal, that is, to develop a good atmosphere of training teachers well by gaining the superior’s support; to improve the quality of teachers by perfecting the service functions; to advance the teachers’ professionalized quality by enhancing the motive of teachers’ learning; to boost the teachers’ training effectively by changing the grass-roots principals’ awareness, which provides other regions for reference in launching a program of teachers’training with a mode of constructing an effective teachers’ training.
