The reasons for the characters existing are as follows: higher pursuing inincomes, achieving individual’s ideals and teachers’ job burnout; teacher resourceshaving effects on schools’ evaluate, schools’ reputation and power of running a school;requiring of society development, goodish treatment for teachers in society;nonstandard management in educational administration. Putting forward rationalstrategies in promoting teachers’ fluidity: strengthening integrated establishment inteachers; setting up system of teachers’ fluidity; encouraging teachers to supportingeducation; perfecting teachers treatment and improving teachers status; increasinggovernment investment in unsubstantial areas, narrowing gap among schools;establishing the mechanism of process management, evaluation and reward forflowing teachers.
