This paper based on the background of “Rural Teachers Support Plan(2015-2020years)” and realistic problems in the rural teachers complementary mechanism in Anhui province.First,through the study and analysis on the development process and policy direction about rural teachers complementary mechanism,and investigation on representative rural areas of northern Anhui province,then analysis on running status,problems and causes in complementary mechanism in this area;Then from the angle of theory and practice to confirm each other,from the social quality theory of sociology,the differentiation of incentive theory of management,life education theory of pedagogy to explore the value orientation about rural teachers supplement and the theoretical basis of implementing goals,and based on the literature to summarize the policy guidance and system design for innovation of rural teachers supplement mechanism and development to provide reference and inspiration.Finally,based on theoretical research and empirical analysis,combined with the rural teachers supplement status and influence factors of the research results,and try to put forward to rural teachers supplement long-lasting mechanism.This paper selected principals and teachers in rural junior middle school and primary school of northern Anhui province,using a combination of questionnaire and interview survey.The investigation found that teachers were allocated to rural schools directly,recent ten years rural teachers were supplemented by teachers' recruitment examinations by provincial or local organizations.Be easier to adapt to the local environment and achieve the result,local teachers were recognized by parents,students and school leaders in the teaching process;Hard condition,low work treatment,rural remote geographical position is the biggest problems for rural teachers leaving.Aiming at the existing problems in investigation,based on the theoretical research and experience,putting forward countermeasures and suggestions to improve rural teachers supplement mechanism in northern Anhui province.Firstly,strengthen the value guidance,strengthen the rural teachers' subject consciousness;Secondly,the training mode innovation characteristic,the construction of local rural teachers;Thirdly,to explore the mechanism of reverse flow,guide the rural teacher to enter into village;Fourthly,to differentiate management,strengthen the rural teachers' professional appeal;Fifthly,to carry out the exit mechanism and expand the rural teachers supplement space.
