Higher institutions, with teaching and scientific research as the two major undertakings, nurture talents for the well-being of the nation, and administration management in higher institutions is the foundation for the accomplishment of the two tasks. Against the background where reform of higher education system is proceeding in a more extensive and intensive scale, significant changes have taken place in the function, duty, and role of administration management and more demanding requirements are thus raised. To elevate the standard of higher institution management and its efficiency, the elevation of the overall qualities of administration management force of higher institutions is necessarily the starting point. Career management is an important part of human resources management. Career development of higher institution administration personnel is related, not only to the achievement of personal goals but also to the achievement of organizational goals. Career development of higher institution administration personnel is therefore an effective management tool for the achievement of organizational goals.Ever since the founding of China’s higher education, a scientific and specific positioning and definition of administration management in higher institutions has not been developed and the study of administration personnel’s career development has been overlooked. It is therefore not uncommon that administration personnel in China’s higher institutions do not show a high motivation in their work and do not hold a high career identity. This is already a major factor inhibiting the improvement of the management standard and the sustainable development of higher institutions. Applying the theory of career development management to the community of higher institution administration personnel, a dynamic knowledge of their physical and psychological traits, career needs, and career development obstacles in different stages of their career development will be available. So different measures catering to the traits of the different stages can be taken to foster the career development of administration personnel, and thus higher institutions are offered an effective dynamic management.Applying the relevant theories of career development and based on a summary of the relevant studies home and abroad and the relevant core concepts, this dissertation, through survey research, literature research and comparative analysis, looks into the current situation of career development of the administration personnel in College A of Sichuan Province and analyzes the problems and causes in the career development of higher institution administration personnel. The dissertation then goes on to analyze the theories of career development both home and abroad in an effort to form a theoretical framework that can be applied to the career development of higher institution administration personnel. Solutions and suggestions to foster career development of higher institution administration personnel are finally proposed on the individual and organizational levels.Applying the theories of career development management to higher institution administration management force expands the field of study of career development management and the study of human resources management in higher institutions. The study is of significance in lifting the standard of higher institution administration management, optimizing higher institution human resources, and reforming, in a more intensive and extensive manner, the internal system of higher institutions.This study arrives at the following conclusions:1. Career development management, carried out by the organization and the staff themselves after the staff’s career choice, is a dynamic management process of career planning, implementing of the plans, evaluating the effect and getting the feedback. Higher institutions dominate the career development of the administration personnel and the career development of administration personnel depends on and serves the development strategy of higher institutions.2. Higher institutions taking measures to encourage career development of administration personnel, the self-identity of administration personnel and their motivation in work can be raised, thus the comprehensive qualities of the administration management force and the general management standard of higher institutions can be lifted, and eventually higher institutions will be more and more competitive.This dissertation is hopefully of some constructive value to the stabilization of administration management force and the building of harmonious higher institutions that can enjoy sustainable development. Meanwhile, it is hoped that it can lead administration personnel in higher institutions to reflections of their career development and offers higher institutions some implications and suggestions in the career development management of the administration personnel.
