In China, about education and rejuvenating, the country strategy in coordination with thegoal of sustainable development, compulsory education is basically benefit to all parts of thenational; To the cultivation of students’ quality education, it has formed the generalconsensus of the whole society, especially education cultivating creative ability; It sets off anationwide tide of every aspect of education reform, and innovation ability training of thecompulsory education stage topic get more eager and interaction among society, schoolsand families. In this paper, under the background of the present education in our country, theyshould reform from several aspects, in the teaching link, Such as: Using innovative teachingmethods; Create a loose learning environment; Set the diverse curriculum etc. In terms ofnational education system, Such as: Improve the construction of teaching material; Teacherstraining and retraining; Reform the proportion in the test; Strengthen the diversity ofcomprehensive qualities cultivation construction in the compulsory education stage etc. In theaspect of teachers’ team construction, Such as: Train innovation behavior; Overcome theirown cognitive deviation in innovation; Establish a new relationship between teachers andstudents; Encourage students think about problems fully. The question how to achievethis major national strategic objective and cultivate the innovation ability of the primary andsecondary school students is undoubtedly the common major topics of the whole society.Until now, we have made great achievements during the implementation of innovationcultivation in the stage of compulsory education. However, if we make any in-depth analysis,it will be easy for us to figure out that there are still many problems for this part in our currenteducation system. Only by combining the national conditions and making effective reform ofinstitutional mechanisms can we bring some new vitality to innovative abilities of primaryand secondary school students. Based on the theoretical study of innovation capability for thecompulsory education stage, this paper makes analysis and review of the development historyof the innovation ability at home and abroad, and compares the differences between theinnovation cultivation modes in the developed western countries. Also analysis has beenconducted to obtain the innovation ability theoretical basis and practical experiences that are beneficial and applicable for the domestic primary and secondary schools. At the same time,points out cultivation of teenagers in our country in the path of cultivating the ability ofinnovation in compulsory education stage and illustrates the empirical analysis and normativeargument with typical cases under the present educational background.
