As the highest level of diploma education in China, the graduate education is the task and responsibility of the institute and individuals to foster high level talented people with innovative ability, which is set by our time. In order to improve postgraduates'creativity,the plan of rebuilding education from 2003 to 2007 issued by ministry education advanced the plan of implementing innovation in graduate education. Master's degree is an important component of the China's post-graduate degrees. The level of masters'innovative ability is an important factor that will restrict the national innovation system. However, there is much of deficiency in our graduate education which has confined the training of masters'innovative ability. Therefore, to find out the reasons of restricting Master's innovative ability-building, and build a reasonable training model is of great significance for the smooth implementation of"Graduate Education Innovation Plan".In this article, the author firstly explicates the meaning, the line of thought, and main research methods of the study and defines several core concepts of the text. Second, the author introduces the method of fostering masters'innovation ability in the United States, Britain and Japan Universities. Through admitting and learning from their successful experience, the author puts forward some important revelation to build a training model of masters'innovative ability. Then the author arranges and states the overall situation and existing problems of masters'innovative ability-fostering in Chinese university. The above analysis shows that the influence factors of masters'innovative ability-fostering include many factors, such as social external factors, universities internal factors, masters'own factors and so on. The author finds that masters'innovative ability-fostering is a systematic project, including the government, society, universities, and master individuals.Based on the above analysis, the author attempts to build a suitable training model of masters'innovative ability, which includes the master's training objectives, the process of master's training and the masters'quality management. This paper presents a number of specific practices for masters'innovative ability-fostering, such as clearing master's training objectives, reforming the entrance examination system, adjusting the curriculum, strengthening the building of tutor team, increasing research practices, managing the papers strictly and strengthening the quality of training. Finally, the author puts forward a number of safeguards about the training model of masters'innovative ability.
