Along with the reform and opening-up in recent decades, while in promoting economic growth, China has also earned great achievement in higher education. However, from the global perspective, the quality of our domestic college students still has deficiencies in different kinds of aspects with the comparison with the college students in the developed countries. The21st century means a development period during which science and technology of every country around the world develop rapidly. Under this great time background, almost all the countries in the world face great challenge from international competition. As the technology competition around the world grows increasingly fierce, the innovation ability has become an increasingly decisive key element which determines the prosperity for all nations in the world. To gain and maintain competitive advantage, Chinese government sets a primary target of building innovation-oriented country and cultivating innovative talents. The innovation ability and practical ability of college student, the most important part of national talents resource, have a direct impact on future development of science and technology. What is more, high-quality talents have the power to realize China’s leading position in the world. However, in current Chinese colleges and universities, the overall quality of the students has lots of deficiencies. They are mainly reflected in two aspects, insufficient innovation consciousness and inadequate innovation ability. Colleges and universities are main places for talents cultivation.In this paper, it aims to realize that how colleges and universities develop innovative education effectively and cultivate the innovative awareness and innovative abilities of college students. In the first part, it starts with the concepts of innovation and innovative ability and realizes the meaning, rule and characteristics of innovation. After comparing the current developing situation of the issue of innovation cultivation on college students in our country and developed countries, we can obtain that our domestic college students have firm memories in basic knowledge of books, but their understanding of knowledge is only on the surface, which is not the understanding in the deep level. At the time, students lack operation and practice abilities so as to demonstrate the importance of the cultivation of innovative abilities and innovation thinking for college students. What is more, it makes comparative analysis on the developing situation of the cultivation of innovative abilities for college students in western developed countries and our country and shows that in our country, numerous deficiencies exist no matter in theoretical research or the implementation of colleges and universities for the cultivation of innovative abilities of college students. From my personal views, the quality of our domestic college students still has disadvantages in different kinds of aspects with the comparison with the college students in the developed countries. By comparative analysis, it discovers that the current domestic colleges and universities involve numerous problems in the aspect of college student innovative ability cultivation, our domestic college students lack innovative awareness and their practical abilities and innovative abilities still have huge differences compared to those in developed countries. In accordance with this problem, it initiatively analyzes the reasons of the poor innovative thinking and abilities of our domestic college students from two great aspects of external environmental factors and student factors. The innovative ability of our domestic college students is low. The21st century means a development period during which science and technology develop rapidly. Under this great time background, various countries face great challenge from international competition. As the competition around the world grows increasingly fierce, the innovation ability has become an increasingly decisive key element which determines the prosperity for all nations. In the first part, it is deeply influenced by the traditional culture. Secondly, the management methods of colleges and universities, campus cultural atmospheres and etc are also important influencing factors. In the second part, the mental qualifications of students themselves and other factors also affect the development of their innovative thinking. In the end, for the problem of the poor innovative ability of our college students and its influencing factors, it puts forward that in the process of the cultivation of innovation for college students, national education department should promote the educational reform constantly; colleges and universities should also make reforms on their teaching and course systems and pay more attention in the intercourse between teachers and students. While teachers are teaching knowledge to students, they should not only mobilize the innovative positivity of students, but also provide the more excellent innovative environment for the cultivation of the innovative thinking of college students; in order to gain and maintain competitive advantage, our domestic nation has set a primary target of building innovation-oriented country and cultivating innovative talents. What is more, it makes the reasonable analysis on the developing situation of the cultivation of innovative abilities for college students in western developed countries and our country and shows that in our country, numerous deficiencies also exist no matter in theoretical research or the implementation of colleges and universities for the cultivation of the innovative abilities of college students.
