Our country is building comparatively well-off society by means of taking new-style industrialized way and upgrading the industrial structure, so a large number of high-quality skilled talents are required. In order to meet the demand, the government makes its best efforts to develop higher occupation education. After the policies of the nation-building demonstration vocational colleges had been implementing, higher occupation education has made significant achievements. Achievements are mostly attributed to added value of teachers human resources. This research has important practical significance to develop higher vocational education in China.The research ideas from the general to the individual are adopted in this paper. Current situation and exsiting problems of the teachers human resources management at higher vocational colleges are summarized by literature research, and the countermeasure for dealing with the problems are proposed,(1) constructing combination of full-time and part-time teachers, reasonably structured and double-type quality teachers teams,(2) establishing thelong-term incentive mechanism which can arouse teachers’enthusiasm,(3)creating teachers job evaluation system which embodies the characteristics of higher vocational education,(4) building up the training program which meet the demand of teacher career development.By the questionnaire survey and individual interviews, teacher human resource management at one vocational college was analyzed. Combining the actual conditions with the above overall analysis, the detailed countermeasure was put forward to improve its human resources management,(1) to formulate the teachers’ work instructions scientifically, highlighting the requirements of occupation competence,(2) to conduct teachers’ personnel planning and build up professional teaching team serving the regional economy,(3) to perfect teacher recruitment and selection procedures by inviting industrial experts to participate,(4) to regulate teachers’performance appraisal system, and establish an open teacher evaluation system,(5) to deepen the reform of personnel distribution system, and establish the pay system which suits for the development of double-quality teacher,(6) to focus on vocational skill training for teachers and strengthen double-quality teacher training and occupation career design.
